"One of the most important factors which make church grow in America is the outstanding leadership of a pastor." said Elmer Towns who is an expert of Sunday school ministry. In Korea, it is also generally said that the church growth heavily relies on the leadership of a pastor of local churches. A pastor is the person who takes charge of the church management. So when he is equipped with desirable leadership, the church can grow correctly and continuously. This thesis aims that how a pastor's ability of administrative management influences on the church growth in Korean Reformation churches. In consideration of the above assertion, this study is focused on the pastor's capacity of administrative management, especially on the management of organization, personnel, and finance. 'Church administration' is a compound word with "church" and "administration". It implies that church administration is different from general administration as well as it has some similarities. Putting all definitions of church administration together, it includes these meanings; to set the goal of activities and tasks, to organize the church members, to shape policies, to make plans and strategies, to choose and train the staffs, to appoint a person to an office and impose duties, to make hard decisions sometimes, to give commands, to arbitrate between affairs, to make a budget and execution of it, to supervise and estimate not to depart from the target etc. After all, church administration means that a process of leading a church systematically and inclusively by making use of all material and human resources to fulfil the essence and mission of church. In this process the senior pastor plays the most important role. Donald McGavran of Fuller Theological Seminary presents ter, steps for church growth as follows: ① Growing churches have a pastor "called" of God. ② Growing Churches have effective leaders who display biblical spirituality. ③ Growing churches see the power of God work through their leaders. ④ Growing churches share the vision of their leaders. ⑤ Growing churches have leaders who have several spiritual gifts. ⑥ Growing churches have leaders who aggressively obey the commands of Christian service. ⑦ Growing churches are the result of the faith of their leaders. ⑧ Growing churches have leaders who are mature. ⑨ Growing churches are built by leaders who have resolute determination. ⑩ Growing churches allow the pastor to exercise leadership. Peter Wagner also put an emphasis on the pastor's role in church growth by saying that 'it is the pastor who leads the church growth as the initiator'. According to Peter Wagner, a pastor is the one who encourages laypersons, harmonizes the organizations and congregations, develops small. groups to strengthen the fellowship of church members. Growing churches give the top priority on soul-winning and social service. I think that we Korean churches also have to do soul-winning first, and then social service later. Although Hoekendijk and Schumacher stressed the qualitative growth under the saying of "Small Churches Are Beautiful", growing churches a should be harmonized with internal maturity and external maturity at the same time. Therefore the true principle of church growth is to be Christ-centered, biblically based, and evangelistic. Apostle Paul still gives us a valuable perspective on the system management of churches. A church manager should keep in mind that church is the body of Christ, which means that it is not a senseless bureaucratic mass but an alive corporate unity. So every part which contains various functions is essentially important to the proper activities of sound body. Church leaders including pastors and laymen have the fundamental problems ; ① how to manage the organization effectively, ② how to develop the associational leadership among coworkers, and ③ how to satisfy the people's spiritual needs. The first two are closely related with the church management, which consists of management of personnel, system, and finance. This study accepts the theory of social science especially behavioral science as a try of personnel management of churches. According to Wagner's theory, a pastor is to be a leader more than an administrator at the front line, a person who set the targets for the laypersons, a manager rather than a field overseer, and the person who can do the work of leader as well as equipper appropriately. Scholars classify the styles of leadership as follows; autocratic, democratic, and laissez faire. However, a pastor need to develop the contextual leadership in order to adapt to various circumstances. In addition to the self-development as a church leader, a pastor also have to understand the system itself, which is composed with formal and informal structures formed in various setting of life. They are forms of expressing the religion of Christianity through their structures, processes, and contents. Recently churches see the trend of decentralization of authority so that the communication within the system becomes more active and it strengthens the potential of churches as well. This study also deals with the financial management of church. Performance Budgeting System(PBS), Zero-Base Budgeting System(ZBB), and Planning- Programing -Budgeting System(PPBS) are presented. Among these PPBS is regarded as most suitable for church financial management. At the end of this article I criticized Max Weber's theory on bureaucratic system and bureaucratic administration of Korean churches. So I made alternative proposal on this. Firstly, church administration is to be faith-oriented and decentralized. Furthermore, in order to realization of church administration, I gave a warning of crises of Korean churches and I tried to establish some principles of church politics and the separation of Church and State. The 21st century is at hand, so it is time that churches should concern the administrative reform because our generation requires us of the future-oriented thinking. We have already faced the challenges of secularism and anthropocentric sociotechnice. A pastor of local churches who affects the management of church administration mostly, is to study the pastor's capacity of administration more thoroughly. Then Korean churches will be capable of further growth and maturity.
