본 연구는 대표적인 역사문화 거리로서 1990년 후반부터 보행자 친화적인 계획들을 통해 꾸준히 보행환경에 대해 노력한 인사동 거리를 대상으로 교통약자의 보행환경 및 접근성 관련 내용을 알아보았다.

The range of the study included sidewalks from the public transport area and parking lot, and the area that connects from the sidewalks to the individual building to assess the Guidelines of Insa-dong Urban Design Plan regarding accessibility of the mobility handicapped. Case study had been executed separately in the areas of accessibility to the street in Insa-dong, the pedestrian environment and access road to a building from the street. The target of the study had been limited to the wheelchair users among those with physical disabilities.
Result of the survey of the shops on the ground floor of the Insa-dong area, sidewalks of the Insa-dong Street and Angug subway station and public parking lot nearby showed that most of the shops and parking lots did not follow the Guidelines. Also, many shops were not accessible with the wheelchair though they executed the Guidelines. The Angug subway station and four public parking lots were also difficult to access and walk in. Accordingly, identified problems concerned with the fulfillment of the Guideline of the Insa-dong Urban Design Plan had been analyzed as follows;
First, The guidelines set in 2002 didn't have detailed items and had loose standards. It is necessary to make the guidelines more segmented by reflecting the 'Manual for installment and management of the transportation and traffic facilities for the handicapped' (2007) and the 'Manual for installment of the facilities for the handicapped' (2002, published by Seoul Metropolitan City). Also, items and standards of the Guidelines that accommodate the characteristics of the Insa-dong Street, which has a large number of floating population as a representative tourist attraction in Seoul and many street vendors, should be prepared.
Secondly, the fulfillment of the Guidelines are currently checked only when approving construction of a new building and extension. So there remains the problem that the improvement of the environment of the existing buildings and the compulsory performance of the Guidelines are hard to make. The approval of the new building and extension is handled by the Insa-dong Review Committee but a specialist of the mobility handicapped doesn't exist in the committee and the contents of the advice do not include items regarding the pedestrian environment for the mobility handicapped and universal design. Also, a way to force fulfillment of the Guidelines for the existing buildings should be prepared as the construction of a new building is scarce in Insa-dong district.
Thirdly, the social awareness on the necessity of the pedestrian environment for the mobility handicapped and the theory thereof is poor. Also, the continuous management of such an environment is not existing. The public officer in charge, architect and designer do not have a professional knowledge and recognition on the necessity of the mobility handicapped. The management and supervision are not executed after fulfillment of the Guidelines. The analysis shows that following improvements should be made to solve the problem of the pedestrian environment for the mobility handicapped in the Insa-dong Urban Design Plan.
First, the Guidelines for the Insa-dong Urban Design Plan should be revised and more detailed items and standards than those in the 2002 Guidelines should be presented.
Secondly, It is necessary to encourage voluntary participation of the merchants by introducing the Official Barrier-free Shop Certificate along with the strengthening approval regulation of the construction of a new building and extension to fulfill the Guidelines of the Insa-dong Urban Design Plan. Also, public subsidy should be provided when renovating a building according to the specifications of the Guidelines and the maintenance in regard to the viewpoint of the mobility handicapped should be implemented when improving street and pedestrian environment. The items and standards regarding accessibility of the mobility handicapped should be added in the approval review.
