On the other hand, birth rate has decreased continuously and the proportion of elderly people has increased day after day. Definition of an aging society varies. According to UN's criterion of classification, the proportion of people in their age of above 65 decides it: (1) aging society, 7~14%; (2) aged society, 14~20%; and (3) super-aged society, above 20%. The proportion of people in their age of above 65 in Korea was 7.2% in 2000 and thus Korea has already entered an aging society. By 2018, the proportion is expected to be 14.3% and thus Korea will become an aged society by that year. In addition, by 2026, the proportion will be 20.8% and thus Korea will enter a super-aged society. In particular, since Korea is the fastest in the speed of aging in the world, the problem of elderly people will become diverse and severe all the more in the future. Therefore, if there is no epoch-making conversion of thinking for the welfare policy of elderly people, the problem of elderly people will come to the fore as a more serious social problem. The purpose of this study was to examine the current status and problem of domestic elderly people's welfare policy and then present a policy strategy for the development of elderly people's welfare policy in an aging society focusing on the policies of income security and health care. For this, the investigator carried out a literature examination-based theoretical research. In order to examine the integral conception of elderly people's welfare policy, the investigator referred to such governmental publications as books, domestic dissertations, research reports and statistical data. In order to acquire latest information, data on the Internet were examined. And study scope was set based on the examination of preceding studies. First of all, the investigator examined the problem of domestic elderly people in an aging society, together with their welfare desire for the problem. In addition, elderly people's welfare policies in advanced countries were looked into and then the investigator comparatively analyzed it comparing to domestic policies, thus establishing the criterion of direction of elderly people's welfare policy. Study contents were summarized as follows: In the first chapter of introduction, the investigator raised problems and then described the goal, method and scope of study. In the second chapter. the investigator examined an aging society and elderly people's welfare policy theoretically and presented suggestions based on the examples of elderly people's welfare policy in such advanced countries as the United States, the United Kingdom, Japan and so on. In the third chapter, the current status and problem of elderly people's welfare policy were examined. The problem of income security policy can be summarized as the limitation of government's livelihood subsidy beneficiaries ability to self-support itself, the insufficiency of the role of public income security in declining years, the instability of national pension finance, the protection of second high-order class who cannot not receive the allowance of the government's livelihood subsidy system, the vulnerability of assistant level of indirect income security system, the insufficiency of private income security efforts in declining years. And the problem of health care policy can be summarized as the risk of national finance due to the rapid increase of elderly people's medical expenses, the discrimination of elderly people's approach to health care facilities, the practicality of elderly people's health support project and the vulnerability of assistant service for the family of patients with dementia and chronic diseases. In the fourth chapter, the developmental direction of elderly people's welfare policy was examined in a comprehensive and general manner. In the fifth chapter, the investigator concluded this study. Elderly people's welfare for the prevention and settlement of elderly people's problems cannot be solved by elderly people's efforts only. It is necessary to provide political supports. In other words, central government and local autonomies must establish a wide-range social security system in advance. In this vein, the investigator presented the developmental direction of elderly people's welfare policy as follows: First, the basic direction of elderly people's welfare policy must be developed in a stepwise manner by taking the characteristics of elderly people's economy and health into account in order to satisfy elderly people's diverse desires. And the desires exceeding the minimum level must be satisfied by the partial obligation of private business entities. Second, as for the income security in declining years, the educational allowance must be extended for government's livelihood subsidy beneficiaries. A multiple-stratified income security system for declining years must be established based on the introduction of a tax-type basic pension system. The rate of allowance of the existing national pension system must gradually decrease and its premium must gradually increase, thus maintaining the national pension system continuously. In addition, the entitlement to the government's livelihood subsidy system must be lightened and the level of livelihood subsidy must be continuously heightened. Besides, by means of improving and expanding indirect income security systems, the income security in declining years must be actualized. Third, as for the health care, in order to reduce elderly people's medical expenses, it is necessary such improvement measures of health insurance allowance system as the reinforcement of programs for health promotion and disease prevention from adulthood, the introduction of discount system for elderly people's personal share, the suppression of social hospitalization for minor ailments and the reduction of non-allowance items in health insurance, together with developing a health insurance allowance system which taking the characteristics of geriatric diseases into account. In addition, the expansion of public health care system, such as extendedly implementing circuit medical examination services and strengthening the function of public health center, must be carried out and elderly people's welfare facilities and elderly people's home welfare facilities must be expanded. In conclusion, the investigator presented several strategies for the development of elderly people's welfare policy in an aging society. The most important thing, however, seems to be budget-based practical supports and social interests in the elderly people's welfare policy.
