첫째, 당해직종과 관련된 업무에 종사하는 시간이 하루에 2시간 미만인 경우가 11.1%에 이르고 있고, 아예 당초 채용목적과는 다른 업무를 수행하는 경우도 있어 일부 직종에 대한 합리적인 인력배치가 필요한 실정이다.
둘째, 근로자들의 업무 전문성 확보 및 자질 향상을 위하여 교육청 차원에서 다양한 교육프로그램을 개발하여 정기적인 교육 훈련을 실시하는 보다 적극적인 교육훈련 정책 마련이 시급한 실정이다.

First, up to 11.1 % of irregular workers work less than 2 hours a day. Some of them were allocated to jobs other than they are expected to do. Rational allocation of labor is necessary to some of the job positions.
Second, to improve the professional quality and business expertise of irregular workers, the office of education should develop proactive educational programs and provide the workers with the programs on a regular basis.
Third, according to the wage satisfaction survey, more than half responded that their wage is far less than they expected. The government should take measures to improve their quality of lives. Especially, income gap between irregular workers and regular workers should be narrowed. For this purpose, the government should force the employers to recognize pay steps and other extra pays for temporary workers whose contract period is indefinite.
Fourth, up to 69.2% temporary workers said that if their contracts are converted to indefinite period, their affection to the school will be stimulated, which means that persisting conversion to indefinite period is necessary within related laws and regulations.
