Therefore, the elderly, who are still healthy but enter a residential home because they have no family member who can take care of them, and who want to enter a residential home, are left in a dead zone.
While recognizing the necessity for a plan to solve the problems of residential facilities for the elderly, I want to find out the problems by analyzing the effects that the long-term care insurance program for the elderly have on residential homes for the elderly, suggest solutions, and, ultimately, provide a direction for establishing welfare facilities for the elderly that are more efficient and practical by revitalizing residential homes for the elderly.
To accomplish the goals of this study, I reviewed dissertations, research papers, reports and independent volumes and related materials from the Ministry for Health, Welfare and Family Affairs, Korean Statistical Information Service and Korea Institute for Health and Social Affairs and related regulations, and conducted empirical studies by analyzing cases.
Limiting the case studies for this paper to the residential homes for the elderly, I visited three residential homes in Incheon Metropolitan City in October and November 2009, explained the purpose of this study to the owners and directors, conducted in-depth interviews after receiving agreement to transcribe and record them, and the changes to the residential homes for the elderly following introduction of the long-term care insurance program for the elderly are as follows.
First, the number of long-term care facilities and residential homes for the elderly has changed. In spite of increasing number of the elderly, currently there are only 306 residential homes for the elderly in the country, and the numbers are steadily falling every year.
Second, the operations have changed according to the manpower standards for residential homes for the elderly. With introduction of the long-term care insurance program for the elderly, a new concept job, caregiver, was created, and with revised caregiver arrangement standards for residential homes for the elderly, which are not covered by the long-term care insurances, there're lots of confusion in the operation of residential homes for the elderly.
Third, as the administrative process has become more complicated, adding personnel has become unavoidable. When their priorities should be taking care of the elderly, the employees at welfare facilities for the elderly are now more focused in handling administrative works, resulting in friction between welfare workers, who lack time for their works to handle the administrative works, and other employees, and creating problems in compensating employees.
Fourth, financial conditions at residential homes for the elderly are worsening due to personnel and administrative problems described above. Increased standards for the personnel and complicated administrative works following introduction of the long-term care insurance program for the elderly don't work for residential homes for the elderly, which are not supported by the government, and are badly affecting their finance.
Finally, there're housing problems for the low-income elderly due to lack of infrastructure of residential homes for the elderly and their transformation to long-term care facilities. As the number of residential homes for the elderly is decreasing, and, except the middle-income elderly and the ones who have families to take care of them, the number of low-income elderly, like basic livelihood security recipients, is on the rise, I think there will be shortage of residential homes for the elderly in the future.
From now on, residential homes for the elderly need new management strategies to prepare for long-term changes they're facing, and, in short-term, they should prepare concrete plans to change the personnel and financial structures that require immediate attention, and to turn this crisis into a chance, strategic plans in national and facility levels are urgently needed.
