The objective of this study is to execute managing the rate of process in preceding projects with a balanced perspective by presenting method of calculating Earned Value in the light of schedule management. This is intended to resolve the problems focusing on the cost and results that can occur in managing the rate of process in EVMS.
In this study, two problems are deducted in calculating the Earned Value through several case studies.
First, the design where cost is not included in reflecting Earned Value and Activity is excluded in the purchasing stage. Second, the resulting value lacking the importance of operation and pre-post relationship of operation is deducted, and the Earned Value cannot reveal the cause of delay in project execution.
To solve the first problem, the ‘Period Integrated Earned Value’ is suggested. This method uses the weight value of the operation period, which is a common factor regardless whether the cost is included or not. To solve the second problem, the method of calculating the Earned Value depending on the importance of operation is applied using the Total Float of Critical Path. Lastly, the method using Earned Value % Complete and the method of managing the rate of process in projects with various perspectives is recommended using the ‘Period Integrated Earned Value’ and ‘Earned Value Reflecting Critical Path’ depending on the management's objective.
When applying to the suggested Earned Value, the problem focusing on results of EVMS application is supplemented since the Earned Value reflects the importance of period and operation. This way, the rate of process can be executed effectively in light of process management.
The ‘Period Integrated Earned Value’ suggested in this study requires further research on the method of calculating the proper construction period in line with cost considerations in planning the process. The method should reflect the Earned Value and proper revision times depending on the change in schedule.
