An increase in the number of foreign residents and the worldwide globalization trend have shifted our country into a multicultural society. But the increase in the number of foreigners has mostly been driven by the influx of the population from underdeveloped Asian countries that aims at meeting the demand for low-wage workforce and spouses of rural men, which are required for the development of the nation. Under the circumstances, our country's unique, strong ethnic identity and cultural pride are likely to be viewed as having a sense of superiority over the people from underdeveloped Asian countries. Actually, there is a tendency to discriminate against the foreigners, to infringe upon their personal rights and to rule them out. Now, multicultural tolerance and the right understanding of multiculture are mandatory, and there is consequently a growing concern for multiculture. The importance of multicultural education is increasingly accentuated in our country that has long valued blood ties and racial homogeneity. The purpose of this study was, therefore, to examine the state of multicultural phenomena and civic education in our country and to seek some countermeasures for the phenomena. In our country, multicultural education mostly cater to foreign spouses of Korean people and their children who acquired the Korean nationality, and that education mainly focuses on verbal and cultural education to facilitate their adjustment to Korean society. In fact, the national policies geared toward foreigners and multicultural education fail to address the needs of today's society and academic circles. To remedy the situation, minority-centered multicultural education should be replaced with majority-centered one, and how to actualize civic education should discreetly be studied in detail. If our society just sticks to the way the West approaches multiculture, it will produce undesirable results and end up undermining the strong bond of our community. As a matter of fact, that is pointed out as one of problems with existing multicultural education. In this study, intercultural education that stresses intercultural exchange and interaction is suggested as an alternative to overcome the shortcoming of multiculturalism that prizes diversity. Intercultural education emphasizes that learners should understand the inner logic of different cultures not to be wary of the cultures, and getting rid of intercultural border makes it possible to understand and be more tolerant of other cultures. The interculturalism that values cultural diversity and universality at the same time is one of the sure ways to eliminate conflicts between different cultures in pursuit of coexistence. Moreover, this education can be conducted in any class without being confined to particular classes, and it can serve to enrich the multicultural sensitivity of learners if every school, citizens and local community make concerted efforts to realize it. Students should be taught to communicate with other cultures to grow into eligible members of democratic society who are tolerant of others. That will make it possible to properly respond to the fast-changing globalization era.
