The purpose of this study was to examine the awareness of teachers in charge of after-school programs in elementary schools in the city of Daejeon on the operational state and effect of the programs, problems with the programs and feasible reform measures in an effort to seek ways toward the development of after-school programs. Four research questions were posed: 1. What is the outlook of teachers on the overall operation of after- school programs? 2. What is the outlook of teachers on the educational effect of after- school programs? 3. What is the outlook of teachers on the social effect of after-school programs? 4. What is the outlook of teachers on problems with after-school programs and possible reform measures? The subjects in this study were the teachers who worked in 137 elementary schools in Daejeon. Two questionnaires each were sent to the selected schools via mail. Overall, 274 questionnaires were mailed out, the answer sheets from 143 teachers were gathered and analyzed. A PASW 18.0 program was employed to analyze the collected data, and one-way ANOVA and F-test were utilized. Besides, Scheffe test was carried out to make a post-hoc analysis. And statistical data on frequency and percentage were obtained to grasp pervasive trends in their response. The major findings of the study were as follows: First, when their awareness of the operation of after-school programs was checked, the most common rate of students who participated in after-school programs in the schools where the respondents worked stood at 30 to 50 percent. They were satisfied with the ratio of teacher to students in after-school programs. The biggest number of the schools offered 10 to 15 after-school programs, and the schools hired lots of outside lecturers to offer after-school programs but didn't want to employ outside lecturers to provide subject-matter education. The respondents thought that the object of after-school studies was to develop the abilities and aptitude of students. Second, as for their perception of the educational effect of after-school programs, the programs were considered to be effective at improving the hobbies and special talents of students and cutting down on private education spending, but the programs were thought to have a less effect on the socioemotional development of students. Concerning the reason why after-school programs were more helpful than academies, they cited less tuition fee, safety and time saving as the reasons. As to the educational performance of after-school programs, they felt that the programs produced a lot of good results. Third, regarding their view of the social effect of after-school programs, the programs were considered to help students make good use of time after school, to curb private tutoring and to curtail private education spending. And they were aware of the necessity of after-school programs. Fourth, in relation to their view of problems with after-school programs and what improvements should be made, heavy workload put the most strain on the teachers in charge of after-school programs, and another biggest problem was that they were pressed for time and consequently bound to pay less attention to teaching their classes. The respondents who replied that teachers in charge of after-school programs should undergo training to improve their teaching abilities asked for hiring and evaluating outside lecturers and the utilization of online programs. As for hurdles to the operational efficiency of after-school programs, the biggest group pointed out that inconsistent policy setting threw them into confusion. Concerning the right directions for after- school programs, a supply of more quality programs and program diversity were stressed. Just a very small number of the teachers wished that existing programs would continue to be offered without any changes, which indicated that the teachers asked for the improvement of after-school programs. There wasn't dynamic collaboration between the elementary schools located in Daejeon and local organizations in association with after-school programs, and the reason was a lack of opportunity or concern for student safety. Given the findings of the study, there are some suggestions. In order to cut down on private education spending, public education should be normalized by stressing after-school programs, and specialty-aptitude programs should be more revitalized to attain the objects of after-school studies. Although it may not be easy to offer after-school programs in collaboration with local organizations under the current circumstances, it's needed to keep trying to ask local institutions for cooperation to offer more efficient after-school programs.
