At june 2009 by the aiviation act was introduced the light sport aircraft in Korea. Unlike general aircraft, sport aircraft are often operated by the non professional untrained operators. Therefore, compared to the general aircraft, sport aircraft are at much higher risk because of the nature of operation. In other words, we need a new administration system reflecting other properties rather than the existing aircraft administration system and method of operating. And especially, the importance of managing risk factors directly correlate with managing the accident/the accident rate is emphasized. A study on the accident involving light sport aircraft and safety measures is in poor condition in Korea. So, with the systematic analysis on risk factors of light sport aircraft that is representative of sport aircraft, the necessity of studying safety management plan is on the rise. In this study, using AHP(Analytic Hierarchy Process), I measured the importance by each classification and set up the alternatives. To set up the hierarchical structure, using 5-M model that is used for the investigation of the causes of the accident in the field of the general industry which demands high safety as well as in the field of the aviation industry and a IATA classified table of aircraft accident, I drew factors, arranged in a hierarchy, and set up the detailed factors. The hierarchy is consist of 5 classes which include the purpose of hazard analysis of light sport aircraft and alternative. Second class deals with two detailed factors which have big feature and third class covers 5 factors utilizing 5-M model. Fourth classes have set 15 items which include any possible IATA accident cases related to the characteristics of light sport aircraft and additional compulsory requirements. In fifth class, alternatives are set up and suggested by each factors to maintain relation between detailed risk factors and hight rank factors, between the detailed risk factors and alternatives. The outcome shows that the importance of internal factor of second class is higher than the importance of external factor. It means that the internal factors including pilot error and aircraft fault itself are more important than the deficiency of facility, environment and legal system. The analysis of the third class indicates that 'man' factor of internal factor is more important than 'machine' factor, and external factors are important in the following order: 'management' factor, 'medium' factor, 'mission' factor. The analysis of the fourth class shows that each importance level of top 5 items of the 15 items is relatively much higher compared to the other items. Also 3 items of the 5 items are the detailed risk factors and the analysis shows that 'man' factor are important for the risk management of light sport aircraft. When it comes to the alternative for the risk factor management, the analysis found that the alternativeⅡ has higher importance than the alternativeⅠ. Although preceding the alternativeⅡ is judged efficient to increase safety of light sport aircraft, the alternativeⅠ should be considered because the difference of importance between two alternatives isn't grown sharply. With a view top 5 items of 30 alternatives by detailed risk elements, it was found that only 4 alternatives are 'man' factor alternatives. The analysis showed that the wrong decision of operation including wrong judgement and deliberate disobedience of standard procedure demand both alternate software and alternativeⅠ, and also need a new system to improve manufacturer's ability of 'machine' factor. In terms of management considering 5-M model, because the importance of 'man' factor is highest, the consideration of physiological, psychological aspect of human being should be preceded preferentially. The consideration on 'machine' and 'management' that have following importance rank is needed and it may be most effective that each factor has complementary relationship to improve safety efficiently. When supplementing and managing the factor of man-machine- management, the operators make a special group taking charge of necessary education for operating light plane with high safety, or designate a new one among the existing units, and support manufacturers with the professional and integrated aid. Also, when examining pilot license, the observance of standard procedure and the objective verification on the appropriate decision of operation are needed. For the most effective solution, It is proposed that professional experts in that area design a standard curriculum of training program for pilots and maintain the system continually. In this study, I drew the risk factors and alternatives through the systematic approach to the risk factors of light plane and management method. In the field of light plane and aviation sports/leisure, because the demand in domestic and international markets is expected to increase consistently, this study will be hoped-for use the safety management as basic data.
