Introduction of new techniques such as mechanization, automation, etc, increase of working speed and strength according to changes of production methods and complication and simplification of work contents cause increase of harmful elements such as repeated motion, unnatural working position, excessive physical use, etc, to increase continually occurrence of MSD showing abnormal symptoms such as neuromuscles of neck, shoulder, waist, arms and legs.
In the major advanced countries such as Europe, the United States of America, etc, MSD became the most usual disease. The nation accelerated the increase of labor strength and working speed because the introduction of results-oriented mechanism for improvement of productivity and dehiring for cost-saving were connected with mechanization and automation due to IMF of 1997. When MSD emerged as a main reason of conflict between labor and management and social problems, the nation enacted and enforced requirements for prevention of MSD on July 1st, 2003.
MSD occurs in manufacturing business, wholesale and retail and consumer's goods business and then construction sector that was rated as the third. The increase of MSD in construction business will be likely to continue due to larger construction, rapid progress of high-rise buildings, short construction period, unstability of working time, high working strength, poor working environment, etc.
Although onset of MSD is increasing in the construction sector and its concerns raise an issue in the society, there is few studies on dangerous elements of MSD, symptoms, etc, and understanding and concern of labor and management as well as investment are also not so good compared to other business. Besides, since the governmental policies are oriented toward some business such as manufacturing business, etc, effectiveness of policies are also insufficient when considering onset rate of MSD in the construction sector.
In this study, the first survey targeted at construction workers and the second survey targeted at safety and health mangers and persons in charge of construction and health of the Korea Occupational Safety and Health Agency were conducted, and interviews were carried out to related professors and government officials to find out onset characteristics and symptoms of the national construction workers' MSD, appropriateness of the current MSD preventive policy for the construction site, problems and improvements of regulations and whether to conform. Based on the said result, it was intended to provide policy alternatives for prevention of MSD specialized in the construction sector. As a result, brief deducted results are as follows.
First, as a legal measures, specialized and separated preventives are required in the construction sector. It is required to re-define the range and the contents of musculoskeletally excessive work so as to meet requirements of the construction sector. Evaluation method and contents of harmful properties including survey period are supplemented so as to be applicable to the construction sector.
Second, as a measures for management and operation, the study suggested issue of verification card after completing a full education time for recognition improvement of workers, positive use of MSD preventive consulting and safety and health management cost for expansion of owner's interest and investment, selection of standard work to meet characteristics of each construction site, reinforcement of physical examination for prevention of MSD, employment plans of health professionalists such as physical therapists, human engineering engineer, etc.
If legal and operational improvements suggested as a result of this study are reflected on government policies and implemented in the construction sites, it is expected that onset of MSD decreases in construction workers to provide economical and social cost-saving effect for each worker, owners of construction companies and the whole industries.
