Since the terrors are increasing recently, we also do not satisfy a current safety from the international terrorism though it categorized a relatively safe country. When we compare the terrorism ratio at 1990s and 2000s, the number of terrors was increased 5 times and the number of death was increased almost 7 times. Terrors using bombs are over half ratio as 56%, and these terrors were mostly targeted building. This type of terrorisms brought out a huge loss of properties and life. Previous terrorisms were mostly targeted a major infrastructures and public facilities, but recent terrorisms were mostly targeted general buildings that have many ordinary people. Especially, terrors for a high-rise buildings that are landmarks of a nation of locals can cause a maximum threat, so they were major targets for terrorists. To reduce the damages from the terrorisms, each country has been studied for this. These studies are mainly done in US, and General Service Administration (GSA) and Department of Defense (DOD) announced the guideline for a design. Federal Emergency Management Agency (FEMA) announced the risk management series for reducing the damages from the terrorisms. The basic studies for preventive design from terrors in multi complex buildings were published by Lee Kyunghoon(2009), and we also announced the preventive design from terrors in April, 2010. However this study was focused on the covering guard and interior design, so the reducing material damages by explosion pressure is not enough yet. We now checked the need of structural design for high-rise buildings for reducing damages by terrorism by 455 Handbook for Rapid Visual Screening of Buildings to Evaluate Terrorism Risks of FEMA. We suggested the structural design for reducing damages by terrorism based on Risk Management Series(426, 427, 452, and 455) of FEMA. 1. Risk analysis for building in the country. We evaluated the risk based on FEMA 455 Handbook for Rapid Visual Screening of Buildings to Evaluate Terrorism Risks in 5 of tall building and 2 of high-rise buildings. The risk scores for 7 building showed A:5119, B:4129, C:4461, D:5272, E:4942, F:6001 and G:4834. All of them are evaluated as medium risked buildings (3006-6003 points) and this means that building in the county has considerable risks. However, buildings in medium risked have various scores dependent on the constructions and structures. We confirmed the need of practical guidelines for building structures and can expect the reduce effects for terrorism applying this to tall buildings and high-rise buildings. 2. Guideline for a structural design We organized the guideline for a structural design by classifying the structural plan, structural system and material design based on Risk Management Series (426, 427, 452, and 455) of FEMA. The structural plan was categorized and systematized with an optimal span, a bay, a transfer girder, a column height and a Publicly Accessible Column. The structural system was classified and organized to ductility, a redundancy, a reversing load, tie details and the shear capacity. The material design was classified and organized to 5 items such as exterior Frame, roof system, floor system, internal column and interior walls.
