The changes of the information requirements by users, transformation of services focused on the users, the rising competition between libraries and other changes in the environment of libraries have brought forth changes in the user expectations and management of libraries. Therefore, efforts to promote interest in the users and to recognize their demands have become necessary in library management. In addition, when evaluating the quality of library services, there is a need to avoid numeric values but to make evaluations based on the customers In order for this, this study analyzed and reconstructed previous research as well as the SERVQUAL and LIBQUAL values at the H University library. The results are as follows. First, as constituents of the quality of services at the H University library, staffs, materials and information resources, use and service support and facilities and equipment were selected. By scoring points according to the gravity felt by the users, results came in the following order: materials and information resources, staffs, use and service support, followed by facilities and equipment. Rankings for user expectancy were shown in the order of facilities and equipment, staffs, use and service support, with materials and information resources at the bottom. Secondly, the user's expectancy and perception of the quality of services are as follows. The user expectancy of service quality came in the order of facilities and equipment, staffs, use and service support, and materials and information resources. These expectancies are much higher than predicted and influenced significantly the statistics. In contrast, the user perception of the quality of services was shown in the order of staffs, use and service support, facilities and equipment, and materials and information resources. Results showed that users had a relatively high perception of staffs and service and uses. Thirdly, this study has designated service quality (library staffs, use and service support, materials and information resources, facilities and equipment) as independent variables, while the general user satisfaction was set as dependent variable. According to this model, facilities and equipment, materials and information resources, use and service support all had a significant affect on customer satisfaction. Fourthly, after analyzing the relationship between user perception and intent for reuse, all the service qualities had a close relationship to it. Hence, the higher the satisfaction (perceived) of the quality of services were, it was apparent that they were more prone to reuse it. Meanwhile, when recognizing the variables that had high relationships with intent to reuse, it came in the order of staffs materials and information resources facilities and equipment, use and services support Fifthly, results of the analyses of gender and dependent variables, which are population statistics factors, showed that there was no significant difference in the customer satisfaction between men and women. When taking a look at the analyses of groups, there was a significant difference between independent variables in services such as materials and information resources as well as facilities and equipment. There were no recognizable differences in other independent and dependent variables. Though there are limitations of this study for the H University library services, which was conducted via exploratory research with the objective to evaluate its quality, this is meaningful in the sense that it presents the need for changes in management and that it provides a model for quality evaluation.
