Though korea is a great power in automobiles, but the occurrence of traffic accidents is in situations of the lowest as 26th ranks among 31 OECD countries, and thus economic loss has been appearing very largely. Therefore, this study selects target areas where traffic accidents have been happened mostly, and analyses its problems and then tries to propose a solutional plan. * A thesis for the degree of Doctor of Philosophy in August, 2011 For this, the study analyzed current road design guidelines at home and abroad, and investigated on the traffic accident’s status, its types by occurrence points, meteorological condition by accident locations, and road geometry ones etc, and then executed three-dimensional model along with acquiring spatial information after carrying out camera certification by using close-range photogrammetryic technics. In order to establish standards of design speed at nose part of crossroads, the study measured passing speeds after considering lamp types, design speeds of the main track and lamp, and road surface’s condition etc objecting to crossroads where traffic accidents have been occurred mostly among highways and state roads nationwide, and the speed measurement was measured by speed meter and DGPS (Differential Global Positioning System). By using the result values, the study analyzed minimum plane radius of curve, stopping sight distance, and change rate of vertical curve etc., and then proposed standards of design speed. As a result of the study, correct spatial information on the target areas and three-dimensional modeling could be carried out, and realistic driving conditions were able to be grasped by doing conspiracy running. Through this analyzing result, a fact was able to be found out that automobiles were running by moving into medial curve as much as κ tilting values, and design speed should be set again because running speed of outflow nose parts were being passed through higher than current standards. Also, it could be known that current minimum plane radiuses of curve should be adjusted as nearly 2 times more largely, and safe distances were secured in case of ensuring the stopping sight distance as a proposal of the study. Therefore, the study analyzed design speed’s standards of nose parts at now along with stopping sight standards at home and abroad, and then attempted to propose standards of pleasant and safe road designs by redefining it. Resultantly, the study made the design speed of stopping sight distance be gotten that could maximize the road functions such as securing safe and pleasant road conditions and maximizing of traffic capacity etc.
