관련 어린이놀이터 국제안전규정으로는 공인검사 기관에서 사용하는 북미지역(IPEMA)국제표준규정 CSA-Z614-07/ ASTM 1487F와 유럽(TUV) 국제표준규정 EN1176 1-7이 있다. 놀이터 안전 위해 요소를 비교분석하기위해 북미지역에서 가장 널리 활용하고 있는 APS(America playgrounds safety) report를 적용하였고, 부산시에 분포되어져 있는 어린이놀이터 229개에 대하여 위험요소별로 나누어 자료를 검토하였다. 또한 부산시와 지리적으로 비슷한 환경에 있는 북미지역 샌프란시스코의 데이터 자료와도 비교분석하여 관련 문제점을 고찰해 보았다.
연구방법으로는 연구의 객관성을 높이고자 북미지역 국제 어린이놀이터 안전규정(CAN/CSA-Z614-07/ ASTM1487)을 분석하고, 국제공인 CCPI자격증 소유자가 직접 안전검사 기구를 사용하여 안전점검을 진행하였다.
조사의 분류 형태는 첫째, 감독(supervision)으로 보호자의 입장에서 어린이들을 보호 관찰 할 수 있는 구조를 조사하였다. 둘째, 연령대그룹의 디자인 (age-appropriate design)으로 놀이터의 연령대별 분류와 놀이의 구조가 안전하게 적용되었는지를 알아보았다. 셋째, 낙하높이(fall surfacing)에 대한 안정성에 관하여 어린이 놀이터에 적용된 표면재질과 높이 안전공간 확보 등 기초의 마감부에 대하여 정리를 하였다. 넷째, 놀이터유지관리(equipment maintenance)로서 가장 중요시 되어지는 분야이며 설치 후 시간이지나면서 발생하는 안정성 문제와 볼트의 풀림, 표면의 유실, 파손, 머리걸림 등에 대하여 자세히 분석하였다. 실증 분석 결과의 통계자료 표본은 북미지역에서 연구조사를 위해 공식적으로 사용되는 America Playgrounds Safety Report 조사항목을 가지고 체계적으로 비교분석하였다. 부산시 공원놀이터 실태조사 결과를 보면 한국의 어린이놀이터에도 국제안전규정에 위배되는 많은 위험 요소를 내포하고 있는 것을 알 수 있었다.
문제가 있는 부위는 각 스코어 분류를 함으로서 A(안전우수), B(안전유의), C(잠재적 위험노출), D(위험), F(철거) 등급으로 나누어 위험을 현재 부산광역시 지역에 설치되어 있는 공원 어린이놀이터 시설에 같은 검정방법으로 스코어를 적용하여 전수조사를 한 결과 위험상태 D+등급에 속함으로서 놀이터가 위험에 노출되어 있다는 것으로 나타났다.
결론적으로 부산시 전체놀이터 시설의 86%가 아직 안전진단을 받지 않는 제품으로 되어있고 안전인증을 받은 것은 14%에 불과 하다. 안전인증을 받은 놀이터 제품들도 유지관리를 하지 않음으로서 지속적 잠재적 위험에 노출되어 있다. 어린이 놀이시설 안전 관리법은 어린이의 안전을 최고의 가치로 두고 종합적인 안전관리체계 하에 운영하되 동시에 어린이놀이시설의 창의성과 모험성을 구현 할 수 있도록 해야 한다.
지속적이고 체계적인 어린이놀이시설 안전관리가 이루어져야 한다. 올바른 유지관리 시스템을 구축하기 위해 정부정책에 대한 문제점을 파악하고 이에 대한 개선정책과 개선 방안을 마련하였다. 그리고 이에 대한 면밀한 연구와 실태조사를 통하여 놀이시설물의 기술향상과 유지관리를 위한 전문 프로그램을 개발 할 수 있는 여건을 성숙시킬 수 있도록 관련법규를 재정비하는 연구가 뒤따라야 할 것으로 보인다.

This study is intended to eliminate hazards which can occur at children’s playgrounds, by systematically analyzing international safety regulations regarding playgrounds and examining the real condition of hazards at playgrounds located in big cities by investigating playgrounds in the Busan area on the basis of the "Playground Safety Report Card" which is utilized by America’s National Program for Playground Safety (NPPS).
Using well-known Public Playground Safety Standards CSA-Z614-07 & ASTM 1487F from North America and EN11761-7 from the European Union which are used by buyer sand professionals within those markets, we compared and analyzed the safety or hazard of playground elements. In order to have a rational approach to research data, we analyzed the data while segmenting by hazard element at 229 playgrounds widely distributed in Busan, applying the PSRC(America playgrounds safety report card). Also, we compared these data with PSRC data of San Francisco of North America, where the geographical environment is similar to Busan. In order to guarantee objectivity of there search method, we analyzed according to North America standards (CAN/ CSA -Z614-07 & ASTM-F1487) and this safety- inspection was performed by an inspector who holds CCPI license (Certified Canadian Playground Inspector) and he used international standard safety inspection tools for this inspection.
The classification of research is:
1. Supervision: Investigated whether the structure is suitable or not for guardian/caregiver to have a clear line of sight to observe children.
2. Age-appropriate design: Investigated classification of playgrounds as to the intended user age and designed structure of playgrounds for proper play safety.
3. Fall surfacing: Reviewing fall height safety, with attention to chosen surface material, depth or thickness of material, and allowed safety use zone.
4. Maintance: This is the most important field. When time passes since installation of equipment, there can occur safety problems such as unfastening bolts, migration, wearing or compaction of surface material, or other forms of structural damage. This can lead to hazards such as choking entanglement, entrapments of head & neck, protrusions or pinch points, sharp edges, or a lack of impact attenuation to protect from injury during falls to the surface.
We analyzed these in detail.
The statistical data sample of proven analysis results were systematically compared and analyzed using the format of the America Playgrounds Safety Report Card which is officially used by many municipalities and playground equipment buyers in North America for research and investigation of their currently installed public playgrounds. After we researched and investigated current conditions of playgrounds in Busan city, we determined that there are many hazard elements which do not comply with international safety regulations at public playgrounds in Korea.
We calculated each score of the hazardous parts and graded each playground with an overall score classified by one of 5 degrees: A (safety-excellent), B (safety-attention), C (exposed to potential hazard), D (hazard), F (removal). Applying this method, we investigated conditions of the playgrounds installed in Busan and found them on average to be graded D+ hazard.
In conclusion, 86% of total playgrounds in Busan are equipped with products which were diagnosed as having hazards. Just 14% were diagnosed as safe, or hazard-free. Even though those playgrounds were originally diagnosed safe, they are exposed to potential hazards because they have not been maintained properly. The safety control law for children’s playground equipment should make children’s safety the top priority, and then create a total safety control system that prevents hazards while simultaneously supporting the children’s creativity and adventurousness.
