The study reviewed the limitation of relatively subjective method applied to building height regulation in drafting the existing actual condition change permission criteria being uniform and superficial. As supplementing to such limitations, the author attempted to suggest a new version of permission criteria for actual condition changes on selected subject area based upon the numerical data values measured from the results of visibility analysis method that applied comprehensive viewpoints onto cultural property and surrounding by considering the potential existence of multiple point of view. Visibility analyses and surrounding current condition surveys on Cheonheungsaji Danganjiju Flagpole Support and Cheonheungsaji Five-Floored Stone Pagoda with influence investigation area of 500m and Jiksanhyungwanah, Jiksanhyanggyo Bridge, and Minikhyun Residence with influence investigation area of 300m revealed the following conclusions as below. 1. According to the survey results, the roof forms for inhouse within influence investigation area of Cheonheungsaji Danganjiju Flagpole Support and Cheonheungsaji Five-Floored Stone Pagoda were found to be flat and slope roofs, and roof colors included gray, blue, red, and green, and building use types were residence, commerce, kindergarten, and church. In case of Cheonheungsaji Danganjiju Flagpole Support and Five-Floored Stone Pagoda, average visibility rate began from 11.39% in a position 1.6m from the first floor and road spectator viewpoint within influence investigation area, increased to 19.13 gradually as in the second floor (5.6m), then increased to average visibility rate of 42.35% as moving to the fifth floor (17.6m) where multiple point of view existed. 2. The survey showed that the roof forms for inhouse within influence investigation area of Jiksanhyungwanah, Jiksanhyanggyo Bridge, and Minikhyun Residence were found to be flat and slope roofs, and roof colors included gray, orange, navy, red, brown, green, white, and black, and building use types were residence, school, commerce, company, church, association, public health office, cattle shed, factory, warehouse, rice mill, and vinyl house. In case of Jiksanhyungwanah, Jiksanhyanggyo Bridge, and Minikhyun Residence, there were relatively fewer shielding elements except for elementary school located in east of Jiksanhyungwanah, but one floored buildings were dense, which led to average visibility rate of 5.67% in spectator viewpoint (1.6m), and the level gradually increased as the increase in the number of floors finally approaching to 38.74% in the fifth floor spectator viewpoint (17.6m), which seemed to be satisfactory. 3. The results on the areas numbered one to five within influence investigation area showed that the changes in visible area were insignificant, and the changes in spectator viewpoint and average visibility rate were found to be an equivalent level as well. 4. Such national cultural properties as Cheonheungsaji Danganjiju Flagpole Support and Cheonheungsaji Five-Floored Stone Pagoda formed a relatively low level of average visibility rate and limited visible area compared with such provincial cultural properties as Jiksanhyungwanah, Jiksanhyanggyo Bridge, and Minikhyun Residence, which is thought to be requested for a more proactive actual condition change criterion, and at least, developmental areas ought to maintain its ensured levels of visibility rate and visible area. 5. Regarding auxiliary visibility rates, the roof forms, roof colors, and building use types within current subject influence investigation areas respectively ought to be residential or non-commercial buildings rather than commercial usages and in case of roof colors, it is advised to adopt gray or chestnut colors that are low in terms of brightness and chroma, which leads to harmonization with cultural properties since the regulation is not applied, so that original colors and light reflecting materials ought to be excluded in the work. The study was undertaken in a way that suggests the visibility analysis method that considers potential spectator viewpoint expected to exist within and outside of cultural properties in the process of decision making for actual condition change criteria. The research outcomes are summarized as the three parts as below. First, The study enables the measurement of visibility rates for spectator subject cultural properties according to multiple point of view by supplementing the existing cultural property viewing right range analysis method. Second, The results are expected to be utilized as solid reference data for establishing the cultural property and landscape viewing right range in case of drafting the actual condition change permission criteria. Third, The study suggests the quantitative measures on average visibility rates on spectator subject cultural properties within influence investigation area according to its height levels. The study has such limitations that it analyzed the visibility rates based upon the impact of architectural buildings and artificial structures on surrounding landscape and cultural property view so that it did not consider a sufficient level of real time conditions on natural terrain, tree planting, and artificial structure as well as that it did not apply an actual form of model for subject cultural property but just simplified the form into a regular hexahedrons, which is likely to lead to a measurement error. In addition, the author suggested the average visibility rate calculated from multiple points within influence investigation area in case of visibility rates to be estimated in this study, so that the analysis on visibility rates in a concrete manner due to the changes in building height regulations expected to occur after the changes in actual condition, which requires a further study on the theme. Further studies on visibility rates are expected to adopt and link such data as obtained from Digital Elevation Model
