The purpose of this study, in reality that there is no standardized classification of picture books, is to examine the current situation of picture books' classification and present the way of classification and arrangement of picture books based on users in order to use picture books in children's libraries effectively and properly. Through the literature for this general information about children's library and picture books were related to the theory and questionnaire survey, interview and case studies were conducted to compare and analyze the classification and arrangement in present situation of picture books in local children's libraries. The followings are the findings from the questionnaire survey. First, 40.0% of surveyed children's libraries possess less than from 40% to 60% picture books and is found that the importance of picture books in children's libraries are increasing. Picture books in the library to apply the classification scheme is something uncomfortable or difficult to account for more than a majority of the responses and picture books that utilize the special characteristics of the classification system showed that urgently need to be present . Second, picture books are used in the classification of the KDC(Korean Decimal Classification) showed that the most commonly used than KDC Modification and their own classification scheme. The reason why the applied classification table was chosen was discovered that it is the most common and universal response rate was highest in the entry . Third, surveyed children's libraries were using the labels and location marks by considering characteristics of picture books and the convenience of users. Labels and location marks gave users facilities using the sections of topics, local and foreign picture books, ages, publishing companies. Fourth, most of the surveyed children's libraries made use of ways of arrangement following classification method of books management system proper for the present. Sixth, it is lots of occasions that standard of dividing between story picture books and information picture books is to depend on whether the purpose of them is transferring knowledge or literary impression and there were lots of responses that information picture books must be put into the subject areas of the knowledge to convey. Based on the results from this surveys, suggestions related to picture books' classification in children's libraries are as follows.
