As a result, hard infrastructure such as the public library or public museums were established in the 1980's and in the 2000's 'Establishing Culture Complexes' and fostering regional culture centers that utilize these hard infrastructure and soft infrastructure such as regional festivals were promoted. In this process, interest on museums were reaching its highest as a subject of local cultural industry and as a research subject on the model of local cultural industry system such as a culture cluster.The value of museums as a new revitalization industry together with the western models, have started to get noticed in Korea as a principal agent to revitalize the regions where population was decreasing and taking downturns on the regional economy.
