The Ministry of Planning and Budget presented the structural reform plan of Korean Railroad that merges the construction section of the National Railroad Administration and the Korea Train Express(KTX) in May, 1999. Accordingly, the Korea Rail Network Authority, which takes charge of overall work of railroad facilities such as the new construction of high-speed railway and general railroad, double-tracking, electrification of railroads, and maintenance of the tracks, was established, In addition, the Korean Railroad Corporation (KORAIL), which is in charge of all operational parts of railroad such as railway passenger business, the freight transport business, and inter-transport business, was launched in January 1, 2005.

Therefore, the Korean Railroad Corporation allowed private operators to use constructed railroad site, which occupies most parts of station area for 30 years before returning to the government free of charge on the condition that construction costs, spent in the establishment of the railroad station, is appropriated by private capital. However, contrary to the original purposes that intend to apply the management style of private enterprises to the railroad stations through constructing and operating railroad stations and facilities for the commercial purpose of private enterprises, it caused customer inconvenience. In addition, since changing to the Korean Railroad Corporation, from the perspectives of the Korean Railroad Corporation, privately-financed station, which is one of the major methods for creating profits, has not contributed to the creation of Korean Railroad Corporation's profits due to the deficiency in managerial expertise, the lack of management rights, and so on.
In this regard, this study tries to find amendment methods by pointing out the problems of privately-financed station business and its operation, as well as examining overseas cases.
The findings are that it may be important for government to secure the management rights in the future by establishing share over 51% while promoting the station projects as part of urban planning in cooperation with local governments instead of leaving the business with the hands of private enterprises. Further study on diverse ways to raise funds is required in search for amendment methods.
