최근 방위산업 수출의 중요성이 증대됨에 따라 방위산업수출 관련 연구도 활발히 되고 있지만 방위산업체의 수출경쟁력에 관한 연구는 미흡한 실정이다. 본 연구는 민수산업과 여러면에서 차이가 있는 방위산업체에 대한 수출경쟁력 결정요인을 알아보고 정부의 지원정책이 방산수출에 어떠한 효과를 미치고 있는지 실증함으로써 방위산업체의 수출경쟁력을 강화하기 위한 정책적인 방향을 제시하는데 있다. 이를 위하여 방위산업체의 수출경쟁력 결정요인에 관한 선행연구를 통하여 가격우위, 산업내부역량우위, 기술우위를 수출경쟁력 결정요인으로 보고 세부요소로는 비용절감, 가격의 적절성, 상호협력, 신뢰도, 지식역량, 창의역량 6가지로 구분하였다. 방산 수출관련 지원요소로는 정부의 방위산업 육성정책을 개방과 경쟁중심의 제도정착, 방산수출증대지원정책, 국방 R&D 활성화 정책, 공급자 중심의 시장 육성정책의 4가지로 요약하였다. 이와 같은 요인들로 연구모형 및 가설을 설정하고 전국소재 방위산업체를 대상으로 설문조사를 실시하여 그 결과를 통계적 방법으로 분석하였다. 그 결과, 비용절감, 상호협력, 지식역량은 수출경쟁력에 유의한 영향을 미치는 것으로 나타났지만, 가격의 적절성, 신뢰, 창의역량은 유의한 영향을 미치지 못하는 것으로 나타났다. 수출경쟁력에 영향을 미치는 순서는 지식역량, 상호협력, 비용절감 순으로 나타났으며 그 영향력의 크기는 상호협력이 원가절감의 1.58배 큰 것으로 나타나 우리 방위산업의 여건상 가격우위를 갖추는 것이 어렵다 하더라도 내부역량 강화를 통하여 수출 경쟁력을 갖출 수 있다는 가능성을 보여 주었다. 또한 지식역량이 상호협력의 약 2.05배 정도 영향력이 큰 것으로 나타나 기술우위가 수출경쟁력에 가장 높은 영향을 미치는 것으로 파악하였다. 방산분야에 대한 정부의 제도적 지원이 수출성과에 미치는 영향력을 보면 개방과 경쟁유도 정책과 방산 수출증대지원정책은 유의한 영향을 미치는 것으로 나타났지만 국방 R&D 활성화정책과 공급자중심 시장육성정책은 수출성과에 유의한 영향력을 보여주지 않는 것으로 나타났다. 방산수출경쟁력 결정요인과 정부의 제도적 지원이 수출성과에 미치는 영향력을 종합해서 보면 다음과 같은 시사점을 볼 수 있다. 첫째, 국방과학연구소에 집중되어 있는 현 국방관련 연구개발을 방위 산업체의 창의적인 연구개발 역량을 강화할 수 있도록 정책 방향전환이 요구된다. 둘째, 우리나라 방위산업체가 세계적인 방산기업과 경쟁하기 위해서는 산업 내부역량강화를 위한 상호협력 이상으로 방위산업체간 인수/합병 등을 통한 글로벌화, 대형화가 이루어져야 한다. 셋째, 가격의 적정성을 통한 경쟁력강화를 위해서는 현재의 방산원가 및 계약 제도에 관한 정책을 검토해야 한다. 넷째, 정부의 방위산업 육성 정책들이 수출성과로 직접 연관되지 않는 제도나 시행정책들의 효과성에 대한 검토가 필요하다. 본 연구의 한계점으로서는 첫째, 방위산업수출은 방산업체 자체의 경쟁력과는 별도로 정치, 외교, 군사, 문화 등 다양한 요인들의 영향을 받게 되나 방산업체만 대상으로 한 설문조사라는 방법론을 사용한 연구방법이 가진 한계점이다. 둘째, 본 연구에서 다룬 정부의 방위산업 육성정책은 11가지인데 상대적으로 R&D장려 정책에 관한 것이 부족하게 반영되었다. 하지만 본 연구는 설문대상을 방위산업체로 한정하고 있기에 연구자료의 범위를 초과하여 논의를 진행하는 것은 적절치 못한 것으로 판단하였다. 셋째, 특정 산업 수출 경쟁력이라는 것은 그 산업뿐만이 아니라 타 산업의 경쟁력 등 산업, 구조적인 측면에서 연구되어야 하나 본 논문은 방위산업만을 대상으로 하였다는 한계가 있다. 마지막으로 실증분석을 통한 본 연구의 기업적, 정책적 함의를 명확히 나타내기 위해서는 분석 결과를 뒷받침 해줄 수 있는 방위산업체의 다양한 수출 성공과 실패의 사례연구를 통한 보완이 이루어져야 할 것이다.

As the importance of the export of the defense industry has increased recently, relevant research has become active, but studies on defense industries’ export competitiveness leave something to be desired. This study is to suggest policy-related ways to strengthen the export competitiveness of defense industries by taking a look at defense industries’ export competitiveness different from the civilian industry in many points and demonstrating what influences the government’s support policies have on the export of the defense industry. With this in mind, price advantages, industry-inside-capacity advantages and technology advantages were regarded as the determinants of export competitiveness through precedent studies associated with them, which broke down into cost reduction, price appropriacy, mutual cooperation, trust, knowledge capacity and creativity capacity. Supportive factors related to defense industries were, in terms of the government’s policies for the development of the defense industry, summarized as the establishment of the system focusing on openness and competition, supportive policies for an increase in the defense industries’ export, policies for the activation of national defense R&D, and policies for the promotion of supplier-centered markets. With these elements regarded as research models and hypotheses, questionnaire research was conducted by working with defense industries across the nation and the results were statistically analyzed. As a result, this study showed that cost reduction, mutual cooperation and knowledge capacity have a significant influence on export competitiveness, but that they fail to have any significant influences on price appropriacy, trust and creativity capacity. Factors affecting export competitiveness turned out to be knowledge capacity, mutual cooperation and cost reduction in the order of importance. Mutual cooperation proved to be 1.58 times larger than cost reduction, which presented a possibility that the defense industries can be equipped with export competitiveness through the reinforcement of inside capacity, even though the circumstances facing the defense industries make it hard to have price advantages. Also, the influences of knowledge capacity were found to be approximately 2.05 times bigger than those of mutual cooperation, which revealed that technology advantages have the highest influences on export competitiveness. Given the influences of the government’s institutional support for the province of the defense industry on export performances, policies for openness and the inducement of competition and policies for supporting an increase in the export of the defense industries turned out to have a significant influence, but policies for the activation of national defense R&D and policies for the development of supplier-centered markets proved not to exert significant influences. Taking the effects of the determinants of the defense industries’ export competitiveness and the government’s institutional support on export performances into full consideration, this study can make the following suggestions. First, there should be a shift in the direction of policies so that the current research development related to national defense, which the Agency for Defense Development is almost wholly responsible for, can be diverted to the national defense industries for the sake of strengthening their capacity for creative research and development. Second, the Korean defense industries should be globalized and conglomeratized through their M&A by going beyond mutual cooperation for the consolidation of the industry-inside-capacity advantages in order to compete with international defense companies. Third, the current policies for the system of defense industries’ production cost and contracts should be examined in order to strengthen competitiveness through price appropriacy. Fourth, it is necessary to look into the effects of the system and the implemented policies of the government for the development of the defense industry not directly associated with export performances. The following are the limitations of this study. One of the limitations facing this study is that it is dependent upon the methodology of a questionnaire survey focusing only on defense industries, even though the exports of the defense industry are influenced by various factors such as politics, diplomacy, military and culture, etc. Second, this study dealt with the government’s 11 policies for the development of the defense industry, which left relatively little room for its policies for R&D promotion. Yet, going beyond the limits of this study was believed to be inappropriate since this study was restricted to defense industries as the subjects. Third, the export competitiveness of a certain industry should be structurally studied not only in terms of the industry concerned but also in terms of the competitiveness of the other industries, but this study was limited to the defense industry only. Lastly, this study should, through an empirical analysis designed to clearly indicate the corporate and policy-related implications of this study, be complemented by the studies of cases concerning a variety of export successes and failures in the defense industries, which can support the results of the analysis.
