Most of the research facilities are with mechanically, chemically, biologically and electronically risky factors in the small and narrow space. In 2005, laboratory safety act has been established and been implemented from 1st of April in 2006. However, the number of safety accidents in University laboratory is increasing. In this light, legislation/law, organizational management, program of Korean university laboratories have been classified into case 1 for the influential factors for laboratory safety while the safety-related regulation, restrictions, prevention actions, organizational structure and safety consciousness have been classified into class 2 to analysis the current states of Korean universities’ laboratory by using literatures. Further, analytic hierarchy process (AHP) has been employed to analysis literatures, interview with related staff, figure out the ranks of influential factors. The analysis on the current safety state of university A through influential factors have shown high level of safety consciousness and 6 hours of education while the scores from evaluation on law/legislation, program, organizational management and entire safety management have been very low at 58.9 out of 100. Therefore, there needs to be overall improvements Regarding the priority of class1 influential factors, the levels have been found to be high for law/legislation, organizational culture and program respectively. In this research, five measurements for improving safety management have been suggested as follows. Firstly, if the upper limit for current researcher of each organization is violated, additional predecessors can help safety management more systematically. Secondly, the head of main organization can open medication center or related facility for managing and controlling hazardous reagent to reduce negligence accidents and damage from accident. Further, this procedure needs to be supported by governmental legislation, management and supervision. Thirdly, regular education and training such as cyber education for researcher, administrator, safety manager fore each area can maximize efficiency of cyber education. Further, dividing the 6 hours of education per half a year into quarterly 3 hours of education for meeting and cyber education can reduce education terms and time leading to more participation. Fourthly, statements for responsibility and obligation of chairperson of main organization, safety environment manager, laboratory manager, laboratory safety manager and researcher need to be prepared. This is for clarity of obligation for each position and improvement of safety management which leads to spread of safety consciousness. Fifthly, setting due date for sorting out problems found from regular inspection and diagnostic workup on laboratory and legalization of these for penalization for violating these for optimization of safety facility can vitalize safety management for laboratory.
