기업 경영에 있어서 직장인들의 격고 있는 직무스트레스 해소에 대한 노력과 관심이 높아지고 있다. 대부분의 직장인들이 직무스트레스에 노출되어 있지만, 특히 건설업 안전관리자는 현장 활동을 하면서 다양한 요인들에 의해 직무스트레스를 경험하게 되며, 직무스트레스의 증가는 개개인에 미치는 악영향뿐만 아니라 재해율 및 기업 이미지 실추, 직.간접 손실 비용 발생등 건설업 전반에 파급될 가능성이 크다. 소득수준이 높아지고 안전에 대한 욕구의 증가와 함께 한층 더 수준 높은 안전관리를 요구하는 시대적 상황에 맞추어 효과적으로 대응하기 위해서는 안전관리 조직 자체의 변화와 함께 건설회사 현장조직의 근간이 되는 안전관리자 개개인에 대한 지속적이고 효과적인 조직 관리가 절실히 필요하다고 할 수 있다. 본 연구에서는 건설현장 재해예방을 위해 안전관리 업무 수행중 안전관리자 각 개인이 받고 있는 직무스트레스, 직무만족, 조직몰입의 실태를 실증적으로 확인하였다. 선행연구를 통하여 직무스트레스 요인이 직무만족 조직몰입에 미치는 영향 관계에 대한 이론적 고찰을 하였으며, 건설현장 안전관리자를 대상으로 한 설문조사를 토대로 직무스트레스 요인을 파악하였고, 이를 기초로 하여 실증적 연구에서는 건설업 안전관리자의 직무스트레스와 직무만족에 대한 분석과 신뢰를 조절효과로 하여 각 항목별 변수의 조작적 정의를 통한 연구가설을 설정 및 설문 항목을 설계후 건설업 안전관리자들이 직무만족 및 조직몰입에 어떠한 영향을 미치는가를 파악하기 위한 연구모형을 설정하였다. 설문조사 기간은 2013년 4월 15일부터 5월 15일까지 진행하였으며, 설문 대상자가 직접 응답을 표시하는 자기기입식 설문방법으로 E-mail 회신된 설문지 총 148부중 결측치가 있는 40부를 제외한 총 108부를 분석에 사용하였으며, 실증 분석을 위하한 신뢰도 및 타당성 검토를 위하여 SPSS 20을 사용하였고, 직무스트레스 요인과 직무스트레스, 직무만족도를 인과관계를 측정하기 위해 AMOS 20을 통하여 구조방정식 모형을 이용하였다. 구조방정식 모형을 통해 직무스트레스 요인과 직무스트레스의 영향관계를 분석해 본 결과, 직무스트레스 요인은 직무스트레스 지각에 영향을 미치는 것으로 나타났으며, 직무스트레스 지각은 직무만족도에 유의한 영향을 미치는 것으로 나타났다. 직무 스트레스 요인에 영향을 끼치는 요인들 중에서는 직무환경의 영향력이 가장 높았으며, 관계갈등, 경력개발, 직무부담의 순으로 영향을 끼쳤다. 직무스트레스가 직무만족과 조직몰입과 같은 조직행태에 미치는 영향이 크다는 점은 정부 차원의 제도 개선과 회사 차원에서 건설업 안전관리자에 대한 고용 및 근무여건 개선등의 직무스트레스 해소 방안이 앞으로 보다 체계적으로 확립되어야 할 필요성을 제시한다. 본 연구의 분석결과를 바탕으로 안전관리 인적자원을 관리할 수 있는 정부차원의 제도 개선과 조직경영의 실무적 이행 방안의 일환으로서 정책적 제언은 다음과 같다. 첫째, 비정규직의 정기승급제도를 통한 정규직 확대 및 정규직과 비슷한 연봉인상, 둘째, 안전관리자의 직무 및 자질 향상을 위한 지속적인 교육훈련 실시, 셋째, 공무 중 부상처리(공상처리)를 양성화하여 산재처리를 할 수 있는 개선책 마련, 넷째, 관리감독자가 적극적으로 안전관리활동에 참여할 수 있는 법적. 제도적 개선방안, 다섯째, 재해 발생시 발주자(감리자)의 처벌도 및 발주자(감리자)도 안전관리자격을 갖춘 전문가 배치, 여섯째, 120억 미만의 소규모 현장에도 안전관리자를 선임하고, 정년에 임박한 경험이 풍부한 안전관리자를 소규모 현장에 안전관리 멘토자로 지정하는등 고용 운영계획 마련하여야 한다. 본 논문은 설문지 방식을 이용하여 응답자의 주관적 판단 및 일부 대기업 상위사에 국한되고, 응답자의 특성이 다소 편중이 되어 표본의 대표성 문제가 제시될 수 있어 관련 설문 문항을 보다 신중히 기해 작성했어야 한다는 한계가 있으며, 후속연구에서는 건설업 안전관리자의 직무스트레스가 기업의 안전경영 활동에 어떠한 영향을 미치는가에 관해서도 연구해 볼 가치가 있을 것이다.

In business management, efforts and interests to resolve work stress employees go through are increasing. Most of workers are exposed to work stress, but especially construction safety managers experience work stress from various factors at field activities. The increase in work stress has high possibility to be extended to overall construction industry including not only bad influence on individuals, but also damage rate, loss of corporate image, and direct/indirect loss cost. To effectively respond to current situation that demands higher safety management with higher income level and safety demand, sustainable and effective organization management for individual construction safety managers is necessary with changes in safety management organization itself as the construction site organization is dependent on them. This study empirically checked work stress, work satisfaction, and organizational commitment of individual safety managers at the time of safety management to prevent damage in the construction sites. Through precedent researches, this study theotrically studied influences of work stress factors on work satisfaction and organizational commitment, grasped work stress factors based on the survey of safety managers on site. Based on them in the objective research, a hypothesis and survey categories are set with operant definitions of each variable with the analysis of work stress and work satisfaction of construction safety management and reliability as control effects to establish a research model that understands influences of construction safety managers on work satisfaction and organizational commitment. The survey was implemented from April 15 to May 15 in 2013. Total 108 self-administered questionnaires among 148 questionnaires, as 40 questionnaires with missing values are excluded, SPSS 20 for reliability and feasibility reviews for actual proof analysis, and the structural equation model by AMOS 20 to measure causal relationship between work stress factors, work stress, and work satisfaction are used. The analysis of influential relationship between work stress factors and work stress showed that work stress factors affect the recognition of work stress, and the recognition of work stress puts significant influence on work satisfaction. Among all work stress factors, work environment had the highest influence, then in order of relationship conflict, career development, and work burden. The profound influence of work stress on organizational behaviors including work satisfaction and organizational commitment suggests the necessity to systematically establish work stress resolution plans including system enhancement in governmental level, and hiring as well as work condition improvement for construction safety managers in corporate level. Political proposals based on the analysis in this study as working-level plans for governmental policy improvement and organization management to manage safety management human resources are; first, full-time employee expansion and similar salary raise to that of full-timers through regular pay raise program for part-time workers, second, continuous training to enhance works and qualifications of safety managers, third, preparing measures for industrial accidents by legalizing injury process. fourth, logical and institutional plans for managers to actively participate in safety management activities, fifth, locate professionals with safety management qualifications and punishment of contractors (supervisors) at the time of damage, and sixth, preparing safety managers and a mentor with abundant experiences close to retirement even for small-sized site within KRW 12 billion. This study has its limits in undeliberate answering for the questionnaires because the survey was limited to subjective decisions of respondents working at major companies in higher level, and their characteristics are somewhat biased that may cause problems in representative nature as samples. It is suggested that the follow-up study should research on influences of construction safety managers' work stress on safety management activities of companies.
