This study aims to conduct the empirical research on the safety climate constructs within the workplaces of Korea and to analyzes their correlations, in that the research could contribute to the prevention of routinized occupational fatal accidents. The key idea of this objective is that the occupational injuries in Korean worksites could be controlled and reduced in a considerable amount when we take the behavior-based and cultural approaches in the field of safety and health management, in terms that the perception of risks may take relevant safe action of workers and result in consistent and systematic safe activity. The documentary research highlights the academic trends in the field of safety culture or climate since Dov Zohar(1980) conducted introductory safety climate survey of Israeli companies. The factor analysis, as a preliminary research, was conducted with using data of '2012 Survey on the trends for the occupational safety and health in Korea' by the OSHRI. The result shows the 5 constructs of CEO's commitment to safety issues; safety training; safety-related regulation & procedures; safety communication; and safety participation were confirmed statistically significant within the surveyed companies. An analysis on the correlation between those constructs and the occupational injury frequencies shows the 2 constructs: CEO's commitment to safety issues; and safety participation were negatively correlated to the injury frequency. Based upon the results of documentary and preliminary research, this dissertation conducted a postal survey over the 530 workplaces in Korea. The survey questionnaire contained 53 questions to measure 5 safety climate antecedents and 3 safety performance constructs which were empirically confirmed by the many researchers, particularly by Zohar(1980), Griffin & Neal(2000), Mohamed(2002), and Vinodkumar & Bhasi(2009). The analyses of main factors and correlations among the variables, reliability of research model were performed mainly using SPSS-18 and AMOS-8 softwares. The results shows that hypnotized model of 'safety climate → safety behavior → occupational injuries prevention' was confirmed. The antecedents like safety communication and safety training had a significant influence on safety behavior. The safety behavior, in turn, had a negative effect on the frequencies of occupational injuries. The constructs of CEO‘s commitment to safety, safety regulations & procedures, and safety participation were found to be the key mediators in explaining these relationship, namely the effect of safety climate over safety behavior. Based on these findings, the implication of this study were discussed and future direction for related policy formation were suggested.
