(국문초록) 오늘날, 많은 도시들은 한정된 공간과 자원의 효율적인 활용을 통해 다양한 도시재생전략을 수립하여 적용하고 있다. 특히 도시의 친인간적, 친환경적 측면을 강조하는 ‘지속가능한 도시재생(Sustainable Urban Regeneration)’을 통해 지속가능한 현대 도시로의 변화를 모색하고 있다. 특히 우리의 도시들은 개발을 위해 활용할 수 있는 공간(space)과 자원(resources)이 빈약하기 때문에 지속가능한 도시재생이 더욱 필요한 실정이다. 지속가능한 도시재생을 위해서는 도시의 거점(foothold) 또는 촉매(catalyst)역할의 시설이 필요하다. 이를 통해 도시의 자연생태 자원의 보존과 보호, 기존 도시시설의 연계와 활용, 다양한 도시자원 활용, 도시민의 생활 욕구 충족 등이 가능해야 하며, 사회·경제·문화적 파급효과 유발이 가능해야 한다. 이러한 거점과 촉매시설은 새로운 공간의 창출을 통해 형성할 수도 있지만, ...
(국문초록) 오늘날, 많은 도시들은 한정된 공간과 자원의 효율적인 활용을 통해 다양한 도시재생전략을 수립하여 적용하고 있다. 특히 도시의 친인간적, 친환경적 측면을 강조하는 ‘지속가능한 도시재생(Sustainable Urban Regeneration)’을 통해 지속가능한 현대 도시로의 변화를 모색하고 있다. 특히 우리의 도시들은 개발을 위해 활용할 수 있는 공간(space)과 자원(resources)이 빈약하기 때문에 지속가능한 도시재생이 더욱 필요한 실정이다. 지속가능한 도시재생을 위해서는 도시의 거점(foothold) 또는 촉매(catalyst)역할의 시설이 필요하다. 이를 통해 도시의 자연생태 자원의 보존과 보호, 기존 도시시설의 연계와 활용, 다양한 도시자원 활용, 도시민의 생활 욕구 충족 등이 가능해야 하며, 사회·경제·문화적 파급효과 유발이 가능해야 한다. 이러한 거점과 촉매시설은 새로운 공간의 창출을 통해 형성할 수도 있지만, 지속가능성을 감안한다면 도시내 유휴공간을 활용하는 것이 적합할 것이다. 따라서 본 연구는 도시내 유휴공간 중에서 철도폐선부지를 도시재생을 위한 거점과 촉매시설로 보고 분석대상으로 설정하였다. 이에 본 연구의 목적은 지속가능한 도시재생의 관점에서 철도폐선부지 활용의 방향성을 제시하고자 하였다. 구체적으로 첫 번째 세부목적은 국내·외 철도폐선부지의 성공적 재생사례를 물리적·연성적 측면에서 조사·분석한 후, 도시재생계획 수립시 적용할 수 있는 철도폐선부지의 활용방향을 도출하였다. 분석결과, 도심내에 위치한 철도폐선부지를 활용한 재생사례는 주로 기존 철도부지로 인한 지역간 단절 극복과 지역경제 활성화가 주요 이슈를 이루며, 지역의 문화·관광사업과 밀접한 관련을 가진 공간으로 활용되고 있다. 이러한 분석결과를 토대로 도시재생계획 수립시 적용할 수 있는 철도폐선부지의 활용방향은 첫째, 도심공간에 입지한 철도폐선부지의 경우, 훼손된 도시의 생태를 복원하고 기존 철도부지로 인하여 발생된 지역간 단절을 극복할 수 있도록 선형의 산책로 및 공원 즉, 그린웨이(Greenway)로 활용하는 것이 가장 바람직하다. 둘째, 철도폐선부지 같은 유휴공간을 활용한 도시재생사업은 여러 지역을 연결하며 지역간 활동의 결절점으로써 사람들을 모을 수 있는 환경·문화·예술공간으로 활용할 수 있도록 조성되어야 한다. 두 번째 세부목적은 철도폐선부지를 공원으로 재활용한 목포시의 사례를 대상으로 쇠퇴한 도심부 재생의 차원에서 철도폐선부지 공원화가 지닌 잠재적 영향력을 부동산 가치, 물리적 변화, 인구이동 변화 측면에서 도출하였다. 분석 결과, 부정적인 이미지의 철도폐선부지를 긍정적인 이미지의 공원으로 재구조화함으로써 부동산 가치(가격)와 물리적 변화, 그리고 인구변화에도 긍정적인 영향을 미친 것으로 나타났다. 특히, 부동산 가치의 상승은 양호한 주거환경지역보다 불량한 주거환경지역이 상대적으로 더 높게 나타났다. 이처럼 쇠퇴지역에서의 도시재생사업의 효과가 더 높게 나타나는 것으로 보아, 정책결정자가 기반시설 투자의 우선순위를 어느 곳에서부터 시작하여야 하는지를 알 수 있다. 세 번째 세부목적은 앞의 분석 결과와 목포시 사례에 대한 시민들의 평가와 기대에 대해 조사한 결과를 바탕으로 본 연구의 궁극적인 목적인 지속가능한 도시재생을 위한 철도폐선부지의 방향성을 도출하였다. 이는 철도폐선부지의 변용과정과 관리의 방향성, 철도폐선부지 주변지역의 정비 방향성으로 나누어 설명하였다. 먼저, 철도폐선부지의 변용과정의 방향성은 사업계획의 목표설정 시, 사업의 주체는 이해관계자들의 공동적인 지향점을 도출할 수 있도록 민주적인 절차에 의해 추진될 수 있도록 그 기반을 조성하여야 한다. 또한 변용되는 과정에서 주민들에게 적극적인 홍보와 같은 공시기능을 강화하여야 한다. 다음은 변용된 철도폐선부지의 관리의 방향성으로는 첫째, 변용된 철도폐선부지의 시설에 대한 정기적인 시민 만족도를 조사하여 즉각적인 대응할 수 있는 구조를 마련하여야 한다. 이를 위한 전담조직과 시민의 참여를 통한 관리가 요구된다. 둘째, 다양한 계층의 주민을 위한 프로그램의 운영이 필요하다. 셋째, 철도폐선부지를 공원으로 조성할 시, 선형 공원의 특징을 활용하여 구간별 테마형 공원을 조성하여야 한다. 넷째, 지역주민들은 이용자를 위한 편의시설의 적절한 수용이 필요하다. 마지막으로 성숙한 시민의식을 제고를 통해 지속가능한 관리가 이루어져야 한다. 한편, 지속가능한 도시재생을 위한 철도폐선부지 주변지역의 정비 방향성은 다음과 같이 제시하였다. 첫째, 주변지역 재개발·주거환경개선사업의 경우, 기존 건물의 노후정도가 대체로 양호한 지역에 한해서는 마을만들기사업을 활성화시킴으로써 철도폐선부지 시설을 매개로한 지역공동체 형성을 활성화하고, 주민의 애향심과 정주성을 제고하여야 한다. 둘째, 기존 철도노선 및 역사와 연계된 주변지역 도시조직이나 건축물을 존치하고 철도폐선부지의 시설과 연계시킴으로써 지역 정체성을 제고하고 관광자원개발을 도모할 수 있도록 하여야 한다. 셋째, 연접하고 있는 건물과의 연계를 통해 부족한 실내공간과 화장실 등 편의시설을 보완할 필요가 있으며, 공원으로 화장실을 개방하거나 건물 1층에 문화, 근린생활 시설 등 생활 밀착형 프로그램을 전개할 경우, 용적율 인센티브를 부여하는 방향을 모색해볼 필요가 있다. 본 연구를 통해 도출할 수 있는 시사점은 철도폐선부지 웰빙공원과 타 도시재생사업과의 공존에 대한 필요성을 제기하였다. 철도폐선부지 웰빙공원은 최초 조성원칙에 따라 녹지공간의 도입을 최우선으로 해왔지만, 도심 주변부를 길게 가로지르는 공원의 입지적·형태적 특성상, 다양한 도시정비사업과 연계가 필요하다. 철도폐선부지 웰빙공원이 도심재생을 위한 여러 사업들을 바람직한 방향으로 유도하는 매개체 역할을 할 수 있다는 시사점을 도출하였다.

Today, a lot of cities establish and apply various Urban Regeneration strategies by effectively using the definite spaces and resources. In particular, a shift into the maintainable modern cities is considered through the Sustainable Urban Regeneration stressing the human and environment kindly aspect of them. Since our cities have few spaces and resources to be used for developing themselves, the Sustainable Urban Regeneration is more necessary. For the Sustainable Urban Regeneration, the facilities which function as foothold and catalyst in cities are required. Therefore, the conservation and protection of natural ecology resources of cities, linking and usage of urban facilities, utilities of various urban resources and daily needs fulfillment etc should be allowed and it must be possible to induce social, economic and cultural riffle effects. Although these foothold and catalyst facilities can be formed through the creation of a new space, it may be more adequate to utilize any unused spaces in cities given the sustainability. Thus, this study regards disused railway yards among unused spaces as the foothold and catalyst facilities for the Sustainable Urban Regeneration and establishes them as a subject of analysis. The purpose of this study is to suggest a usage direction of disused railway yards from the view of Sustainable Urban Regeneration. More specifically, first, the frame for analysis was established through the consideration of related preliminary studies and theory of disused railway yards and Sustainable Urban Regeneration; Second, An usage direction of disused railway yards available in the establishment of Urban Regeneration project was derived by examining and analyzing the usage condition of Hardware and Software aspects of each case by selecting the successful regeneration cases of disused railway yards in home and abroad; Third, the potential effects of the park in disused railway yards were inferred in the level of regeneration of regressed inner-city by searching and analyzing the conditions and features of project development, given the cases of Mokpo city in which the disused railway yards reorganized into a citizens' park. Moreover, the direction of disused railway yards for the ultimately Sustainable Urban Regeneration was suggested by investigating and analysing the citizens' evaluations and expectations for the case of Mokpo city. In order to achieve these goals, Mokpo city, disused railway yards located in inner city was selected as the subject of analysis in this study, and the period of study has ranged from March, 2002 when the discussion of usage of disused railway yards was initiated, to November, 2013, the present time. The methods of analysis include literature research, filed investigation, and depth interview and questionnaires of experts and citizens etc. The results of analysis are as follows: examination and analysis of the successful regeneration case home and abroad, the first sub-purpose show that the main issue of the regeneration cases using the disused railway yards located in inner-cities is often the overcoming of disconnection and the promotion of local economy due to the existing ones which are now used as the spaces closely associated with locally cultural and tourism projects. On the basis of the results, the usage directions of disused railway yards available to the establishment of the Urban Regeneration project are as follows: first, for the disused railway yards located in inner-city, it is the most desirable way to use the liner walking paths and parks, that is, the Green way in order to recover ecology of damaged cities and overcome the disconnection between areas derived from the existing ones; second, the Urban Regeneration project using some unused spaces such as the disused railway yards should be promoted as the connections of many areas and nodes of activities between ones, in order to utilize them as environmental, cultural, aesthetic spaces which are capable of accommodating many people. The second sub-purpose is to induce the orientation of disused railway yards for the Sustainable Urban Regeneration, given the case of Mokpo city which recycled them as citizen parks. This is explained by classifying it roughly into the direction of converted process and management of disused railway yards, and another of improvement of adjacent areas. At first, a subject of the project should lay the foundation to induce a common goal of stakeholders and pursue it along the democratic procedure in determining the purpose according to the direction of converted process, In addition, the public announcement such as active publicity should be strengthened in the converted process. Next, the directions of management of disused railway yards converted are as follows: first, the structure to immediately respond to citizens' needs by regularly examining their satisfactions for facilities of disused railway yards converted. Therefore, the managements are required through the participations of dedicated organization and citizens; second, the program for various classes of residents should be operated; third, the theme-based park by sections should be created by using the features of linear park in converting the yards into the park; fourth, local residents need to adequately accommodate users; last, sustainable management should be implemented through the enhancement of mature citizenship. Finally, the improvement directions of neighborhood of disused railway yards for the Sustainable Urban Regeneration are suggested as follows: first, the forming of local community, the local patriotism and settlement of villagers must be promoted through the medium of the yards by activating the village creation project only in the area where the deterioration degree of existing building, for the redevelopment/residental environment improvement project of adjacent areas; second, the local identity should be enhanced and the development of tourism resources must be planned by maintaining neighboring city structures and architectures associated with the existing rail lines and history and connecting them with disused rail yards; third, it is necessary to complement the insufficient room spaces, toilets and conveniences, in connection with adjacent buildings, and the plan to grant the incentive for floor area ratio should be considered in opening the toilets for parks or unfolding the life-based programs such as the founding of cultural and neighborhood facilities on the first floor in a building. This study suggests the necessity for the combination of unused rail yards well-being park and other Urban Regeneration project. For the unused rail yards well-being park, although the introduction of green space has been primarily implemented, association with various urban maintenance projects is required, given the local and formal features of the park across the whole urban neighborhoods. Therefore, it suggests that the unused rail yards well-being park can paly a role to lead the many projects for the urban regeneration into desirable directions. However, this study has some limits and tasks as follows: first, it is not clear whether or not that the citizens' evaluations derived are proper in the situation in which the site selected as an a case in this study is not completed. Although only the completed cases by sections was investigated, it is thought that the comprehensive evaluation of this project can be achieved only when the overall sections would be examined in the future; second, it is doubtful that the case in Mokpo city is able to be representative of national urban unused rail yards. In this regard, if further comparative analysis between the case in this study and other local cases in the nation would be conducted hereafter, the value of this study is thought to be increased. By complementing these factors, continuous researches on the use of unused rail yards will have to be carried out in the future.

Finally, the improvement directions of neighborhood of disused railway yards for the Sustainable Urban Regeneration are suggested as follows: first, the forming of local community, the local patriotism and settlement of villagers must be promoted through the medium of the yards by activating the village creation project only in the area where the deterioration degree of existing building, for the redevelopment/residental environment improvement project of adjacent areas; second, the local identity should be enhanced and the development of tourism resources must be planned by maintaining neighboring city structures and architectures associated with the existing rail lines and history and connecting them with disused rail yards; third, it is necessary to complement the insufficient room spaces, toilets and conveniences, in connection with adjacent buildings, and the plan to grant the incentive for floor area ratio should be considered in opening the toilets for parks or unfolding the life-based programs such as the founding of cultural and neighborhood facilities on the first floor in a building. This study suggests the necessity for the combination of unused rail yards well-being park and other Urban Regeneration project. For the unused rail yards well-being park, although the introduction of green space has been primarily implemented, association with various urban maintenance projects is required, given the local and formal features of the park across the whole urban neighborhoods. Therefore, it suggests that the unused rail yards well-being park can paly a role to lead the many projects for the urban regeneration into desirable directions. However, this study has some limits and tasks as follows: first, it is not clear whether or not that the citizens' evaluations derived are proper in the situation in which the site selected as an a case in this study is not completed. Although only the completed cases by sections was investigated, it is thought that the comprehensive evaluation of this project can be achieved only when the overall sections would be examined in the future; second, it is doubtful that the case in Mokpo city is able to be representative of national urban unused rail yards. In this regard, if further comparative analysis between the case in this study and other local cases in the nation would be conducted hereafter, the value of this study is thought to be increased. By complementing these factors, continuous researches on the use of unused rail yards will have to be carried out in the future.
