The purpose of this study was to examine spatial composition of public office buildings, focusing on the cultural space-established public office buildings, look into whether or not the cultural spaces, created in public office buildings, were utilized appropriately, as a space for local residents, thus finding out the problem and limitation of public office building’s cultural spaces, and then present suggestions for the planning of appropriate cultural spaces for public office buildings. The methods of the study were literature examination and questionnaire survey. As for literature examination, the change, role, spatial composition, and related law and standard of public office buildings, occurred and enacted after the enforcement of local self-government system, were looked into, and an analysis framework of cultural spaces was worked out based on preceding studies. In order to carry out on-site investigation, six local government office buildings were sampled, such as two gu-office buildings in Seoul which were newly constructed and established cultural spaces; two gu-office buildings in Seoul which created cultural spaces by remodeling the buildings; and two city office buildings in Gyeonggi-do which established cultural spaces via the change of use purpose due to its excess of area limit of buildings, and the photo and ground plan of cultural spaces and building layouts were used as analytic data. The questionnaire survey was carried out with visitors to the six public office buildings, and thirty responses were collected from every office building, respectively. The items of the questionnaire dealt with the general perception of public office buildings and the contents about the cultural spaces of public office buildings. Study findings are as follows: First, the cultural spaces of public office buildings need a separate entrance. Although most of visitors to public office buildings have the goal of civil affairs, the number of citizens who only visiting cultural spaces has increased, since public office buildings provide citizens diverse spaces. The cultural spaces established within public office buildings are necessary to be placed in harmony with other spaces, including business spaces. However, the most important thing for cultural spaces is to establish an entrance with which one can enter the spaces independently, thus making mutually dependent spatial exchanges between outdoor and indoor spaces to be possible. Second, it is necessary to place cultural spaces in a lower floor and minimize the distance between cultural spaces. Public office buildings have tried to provide citizens lots of cultural spaces, but many citizens do not aware it in reality or have no desire to use it. In order for local residents to perceive the cultural spaces of public office buildings as familiar spaces and use it frequently, it is necessary to establish it in a conspicuous place and heighten the connectivity between cultural spaces, thus providing citizens opportunities to use another cultural space via a cultural space, already used, or find out and use other cultural spaces. In order to prevent such problems that cultural spaces concentrate on a certain place and a public office building cannot be used in a full-scale, it is necessary to establish cultural spaces by taking the physical given conditions and spatial structures of public office buildings into account and making the most of its advantages. A cultural space that reflects regional characteristics can be a base on which a region and residents can be linked together, and this fact seems to accord with the significance of public office building’s establishment of cultural spaces. Fifth, it is necessary for the planning of cultural spaces in the future to take women into account. It is because study findings showed that women’s use rate of cultural spaces was higher than that of men, and women’s use intention of cultural spaces in the future was also a little higher than that of men.
