Today, the world is a highly competitive society consisting of one economic bloc. Enterprises in this environment have made efforts to implant elements for differentiation in their products and services for survival, which brought about a phenomenon of ‘servitization.’ ‘Servitization’ unified products and services, and with this phenomenon of servitization, enterprises are accelerating the development of new services. Moreover, it is difficult for them to blow away the competition only with existing improved services, so they are trying to produce innovative services and invest heavily in consulting on service development. Yet, modern management consulting develops provider-oriented services based on efficiency, so it is limited in creative thinking, and a field newly coming to the fore as an alternative to overcome this limitation is service design. Service design is a field in which designers develop new user-oriented services based on creative thinking. This service design is currently in an early phase of research, and the methodologies used in the process of service development are usually biased towards consumer analysis. This is quite appropriate for the user-oriented service design thinking, but when service designers draw a main concept of development services from the alternatives drawn through objective user analysis tools, they actually tend to choose the alternatives based on the insight of persons related or experts. This decision is very risky because men have various cognitive errors. Thus, this study developed an alternative assessment model so as to be used in the process of service design at an early phase of research and attempted to minimize the risk of alternative selection. For this purpose, this study first, divided service design tasks into ‘private services’ and ‘public services’ according to their properties through a preliminary interview with service design experts, and developed a model of each type. This study broadly went through 3 steps (‘factor drawing’→‘measurement step and assessment target classification’→‘factor weight estimation’) in the research process and carried out a total of 4 empirical analyses (an open survey of experts to draw factors→a close survey on experts to remove the factors and verify their reliability→measurement step and a closed survey on experts to classify assessment target→an AHP survey on experts to estimate the factor weight) and one-time expert FGI. This model was developed with a framework of ‘Bartlett method’ among the existing assessment model development frameworks, considering the service package properties of the products of service design tasks, which can filter alternatives without feasibility of development by separating development stage and can draw priorities of several alternatives. First, from previous studies on service design and related decision-making, this study drew 33 factors of service design alternative assessment, carried out an open survey on service design experts to find special factors of service design and drew 5 additional factors (tangibility, ethicality, contribution to social development, improvement of life and profit-making ability), and as a result, 38 factors were drawn altogether. Among these factors, a closed survey of experts was conducted to draw assessment factors in Bartlett Stage 1 (Discarding alternative ideas), which drew a total of 16 different factors from ‘private services’ and ‘public services,’ respectively. In addition, as a result of a closed survey carried out to select assessment factors in Bartlett Stage 2 (Rating alternative ideas), 37 factors were determined in ‘private services’ as 1 factor was left out while 36 factors in ‘public services’ as 2 factors were left out. In order to classify the detailed factors drawn out from Bartlett Stages 1 and 2 by their properties, an FGI was conducted with experts and drew ‘feasibility’ and ‘alternative attractiveness’ as main factors of Bartlett Stage 1 while it drew ‘user benefits’, ‘social benefits’, ‘alternative properties’, ‘provider environment’ and ‘market attractiveness’ as those of Bartlett Stage 2 and classified the detailed factors. As a result of reliability verification of the relevant main factors, innovativeness, a detailed factor of ‘alternative properties’ of public services was removed, and all other factors turned out to have reliability. The survey of experts for ‘measurement phase and evaluation target classification’ selected interested parties to assess detailed factors on Bartlett Stage 2 and finally, ‘factor weight estimation’ phase estimated the weight of assessment factors on Bartlett Stage 2. In ‘private services,’ ‘user benefits’ factor was highest while in ‘public services,’ ‘social benefits’ factor was highest (Private services: user benefits (0.455) > market attractiveness (0.180) > alternative properties (0.160) > provider environment (0.156) > social benefits (0.049); Public services: social benefits (0.422) > user benefits (0.198) > alternative properties (0.186) > market attractiveness (0.098) > provider environment (0.096)) This study has implications as follows: First, it proved the independence of service design. This study proposed the final product form of service design and verified distinctive features of service design. Second, it presented academic basic materials of service design. It organized and defined the concepts of service design, which had existed only ideologically, presented the attributes a service design alternative should have, and confirmed the classification of the types of service design through an empirical analysis. Third, it developed a scientific alternative assessment model from a consumer perspective. This study developed a service design alternative assessment model, its ultimate goal, and it is judged that the developed assessment model will be useful for design in which there is no alternative assessment model in a scientific method. Fourth, it developed a service design alternative assessment model and a manual that can be actually used in the industrial world. This study additionally presented a manual on the assessment target classification and use in order to increase the applicability of the service design alternative assessment model developed in this study for the purpose of the real advantage of the industrial world. Therefore, this service design alternative assessment model can be applied immediately to the actual work. This study is somewhat complicated to simply assess detailed alternatives only and weak in reflecting the uniqueness of individual industry, which are limitations to be supplemented through the follow-up study. And yet, it is expected that the service design alternative assessment model developed in this study will become a basic study of service design and contribute to studies on service design alternative assessment.

This study broadly went through 3 steps (‘factor drawing’→‘measurement step and assessment target classification’→‘factor weight estimation’) in the research process and carried out a total of 4 empirical analyses (an open survey of experts to draw factors→a close survey on experts to remove the factors and verify their reliability→measurement step and a closed survey on experts to classify assessment target→an AHP survey on experts to estimate the factor weight) and one-time expert FGI. This model was developed with a framework of ‘Bartlett method’ among the existing assessment model development frameworks, considering the service package properties of the products of service design tasks, which can filter alternatives without feasibility of development by separating development stage and can draw priorities of several alternatives. First, from previous studies on service design and related decision-making, this study drew 33 factors of service design alternative assessment, carried out an open survey on service design experts to find special factors of service design and drew 5 additional factors (tangibility, ethicality, contribution to social development, improvement of life and profit-making ability), and as a result, 38 factors were drawn altogether. Among these factors, a closed survey of experts was conducted to draw assessment factors in Bartlett Stage 1 (Discarding alternative ideas), which drew a total of 16 different factors from ‘private services’ and ‘public services,’ respectively. In addition, as a result of a closed survey carried out to select assessment factors in Bartlett Stage 2 (Rating alternative ideas), 37 factors were determined in ‘private services’ as 1 factor was left out while 36 factors in ‘public services’ as 2 factors were left out. In order to classify the detailed factors drawn out from Bartlett Stages 1 and 2 by their properties, an FGI was conducted with experts and drew ‘feasibility’ and ‘alternative attractiveness’ as main factors of Bartlett Stage 1 while it drew ‘user benefits’, ‘social benefits’, ‘alternative properties’, ‘provider environment’ and ‘market attractiveness’ as those of Bartlett Stage 2 and classified the detailed factors. As a result of reliability verification of the relevant main factors, innovativeness, a detailed factor of ‘alternative properties’ of public services was removed, and all other factors turned out to have reliability. The survey of experts for ‘measurement phase and evaluation target classification’ selected interested parties to assess detailed factors on Bartlett Stage 2 and finally, ‘factor weight estimation’ phase estimated the weight of assessment factors on Bartlett Stage 2. In ‘private services,’ ‘user benefits’ factor was highest while in ‘public services,’ ‘social benefits’ factor was highest (Private services: user benefits (0.455) > market attractiveness (0.180) > alternative properties (0.160) > provider environment (0.156) > social benefits (0.049); Public services: social benefits (0.422) > user benefits (0.198) > alternative properties (0.186) > market attractiveness (0.098) > provider environment (0.096)) This study has implications as follows: First, it proved the independence of service design. This study proposed the final product form of service design and verified distinctive features of service design. Second, it presented academic basic materials of service design. It organized and defined the concepts of service design, which had existed only ideologically, presented the attributes a service design alternative should have, and confirmed the classification of the types of service design through an empirical analysis. Third, it developed a scientific alternative assessment model from a consumer perspective. This study developed a service design alternative assessment model, its ultimate goal, and it is judged that the developed assessment model will be useful for design in which there is no alternative assessment model in a scientific method. Fourth, it developed a service design alternative assessment model and a manual that can be actually used in the industrial world. This study additionally presented a manual on the assessment target classification and use in order to increase the applicability of the service design alternative assessment model developed in this study for the purpose of the real advantage of the industrial world. Therefore, this service design alternative assessment model can be applied immediately to the actual work. This study is somewhat complicated to simply assess detailed alternatives only and weak in reflecting the uniqueness of individual industry, which are limitations to be supplemented through the follow-up study. And yet, it is expected that the service design alternative assessment model developed in this study will become a basic study of service design and contribute to studies on service design alternative assessment.
