There have been lots of studies conducted on public rental housing, but it is hard to apply these results of previous studies to HBPH due to the different points among this study and previous studies. One of the different points of HBPH is facility, which includes stores, social welfare, commercial facilities, etc. that would attract and maintain the local communities. Another point is that the previous studies focused on completed public rental housing. For these reasons, this study distinguishes itself from previous ones. The study was conducted through a practical survey and there were specific directions; first, to research and examine the opinions of the local residents in the appointed district; second, to research and examine the perceptions of the local residents; third, to measure and examine the social distance between the local residents and the pre-residents. This study followed these basic rules: whether there was authorization or not, the price of the apartments, the geographic setting in the selected districts within a 1.25km radius that was the foundation of this practical survey. Three experimental groups: group 1 (Ga-jwa, O-ryu Dist), test group 2 (Mock-dong, Jam-sil Dist) and the controlled group (Dong-jack Dist), were selected to conduct surveys on interest about HBPH and in favor and opposing opinions of HBPH by using the Bogardus measure and Guttman scale to measure the social distance. Moreover, SPSS was used to analyze the image of HBPH and the way how people think about HBPH. Major results of study are summarized as follows: first, characteristic of people most against HBPH were people who live in apartments next to parks, have high satisfaction of living and income, are married and are women. Second, the two groups, whether authorized or not, had a common objection that HBPH would lower the price of real estate, and test group 1 responded to objections by claiming that pre-residents of HBPH would ruin the local educational environment and bring down the price of real estate. The objections of group 2 were that HBPH would worsen the traffic system and educational environment. The objections of the controlled group were about the government's policy and discriminative treatment in income. This reflects the fact that the residents changed the order of objections. For instance, it was costs and benefits in order, but now benefits and cost in selected districts. Third, in the case of that group 2 chose the traffic system as the first and educational environment as the second objection meant that group 2 had a desire of disguising their true reason. According to Kohlberg's moral stages, people try to hide and disguise their true reason for the admission of the society on moral stage 3. Fourth, there was furthest social distance between test group 1, 2 and the groups: the low-income, elderly, but the social distance of the newlyweds was relatively most in common. The social distance between the controlled group and mere beginners, university students was the furthest, and the social distance of elderly was the closest.
