본 연구는 장차 사회복지실천현장에서 활동하게 될 사회복지전공 대학생을 대상으로 인권감수성과 인권의식 수준을 파악하고 주요 변수와 하위영역별로 어떠한 차이와 특성이 있는지, 그리고 이에 영향을 미치는 요인은 무엇인지 파악하는데 목적이 있다. 이를 위하여 서울소재 4년제 종합대학교 사회복지학과 3곳을 대상으로 설문조사를 진행하였으며 401명의 자료를 분석하였다. 본 연구에서는 인권감수성과 인권의식에 영향을 미치는 요인으로 인구사회학적 특성, 인권교육 경험, 인권과 사회복지 관계로 구분하여 살펴보았다. 연구결과 첫째, 연구 참여자들의 인권감수성과 인권의식은 중간정도 수준이었으며, 인권감수성의 경우 일반인에 비해 다소 높은 수준이나 사회복지사보다는 낮은 수준으로 파악되었다. 인권감수성과 인권의식 모두 정치성향에 따라 그리고 인권교육 경험 및 인권과 사회복지 관계인식 관련 변수에서 각 집단 간 유의미한 차이가 있는 것으로 파악되었다. 또한 인권감수성은 학년에 따라, 인권의식은 성별에 따라서도 유의미한 차이가 나타났다. 둘째, 인권감수성의 경우 에피소드 하위영역별 비인권답변 비율이 높은 항목은 자신과 이해관계 또는 자신의 권리와 충돌되는 항목이었으며, 인권의식의 경우 강력범죄에 대해서는 인권친화적이지 않은 답변비율이 높은 반면, 일반대중을 통제 대상으로 하는 인권현안에 대해서는 인권친화적 답변비율이 높아 상반된 입장을 취하고 있었다. 또한 인권현안별 찬반 의견을 살펴본 결과 시민적·정치적 권리에서는 인권친화적 의견을 지지하는 비율이 전반적으로 높지 않은 반면, 경제적·사회적·문화적 권리에서는 인권친화적 의견을 지지하는 비율이 시민적·정치적 권리에 비해 전반적으로 높았다. 셋째, 인권감수성과 인권의식에 영향에 미치는 공통요인으로 정치성향, 인권교육 필요성, 사회복지사는 인권옹호자라는 명제 동의 정도가 파악되었다. 인권감수성에는 국제인권규범 접촉빈도가 영향을 미치는 요인이었으며, 성별과 인권교육 접촉빈도는 인권의식에 영향을 미치는 요인으로 나타났다. 이러한 결과를 종합해 볼 때, 사회복지전공 대학생의 인권감수성과 인권의식의 향상을 위해서는 사회의 모순을 변화와 개혁을 통하여 점진적으로 해결해 나가려는 사고방식인 진보적 사고방식의 교육 뿐 아니라 인권과 사회복지실천을 위해 인권전문가로서의 사회복지사라는 인식이 필요하다. 사회복지사의 역할이 서비스만을 제공하는 차원을 벗어나 권리옹호자로서의 인권전문가로 인식할 때 사회복지실천 현장의 모습에도 많은 변화가 있을 것이다. 본 연구는 장차 사회복지 현장에서 활동하게 될 예비사회복지사에 대한 인권의식과 인권감수성에 대한 실증적 연구가 매우 드문 실정에서 사회복지전공 대학생의 인권의식과 인권감수성 수준을 파악하고 이에 영향을 미치는 요인을 파악 한 것에 의의가 있다. 하지만 향후 다양한 상황 속에서 인권감수성과 인권의식을 확인하고, 이에 대한 영향요인을 추가로 밝혀내는 후속연구가 필요하다. 또한 인권감수성과 인권의식을 향상시키기 위한 인권교육 방안을 모색하는 연구들이 계속되어야 한다.

This study aimed to understand the degree of human rights sensitivity and human rights awareness among college students majoring in social welfare. For the purposes of the study, a survey was conducted for 401 students from 3 universities in Seoul. Major variables examined were human rights sensitivity, human rights awareness, socio-demographic characteristics, experience of human rights education, and perception of the relationship between human rights and social welfare. Results of the study were as follows: First, the level of human rights sensitivity and human rights awareness of respondents were at the medium, For human rights sensitivity, respondents’ level was a bit higher than the general population but lower than social workers. Both human rights sensitivity and human rights awareness were significantly different according to different political view, their experience in human rights education, and the perception between social welfare and human rights. Human rights sensitivity differed between the year in college, and human rights awareness were different between gender. Second, in case of human rights sensitivity, the item with high rate of inhumanity in human rights episode was the item that conflicted with their interest and their own rights. For human rights awareness, respondents do not take human rights perspective for specific violent crimes while they call for human rights to be protected on the issues which would target mass population. And as for the pro and con of each issue of human rights awareness, support for the civil and political rights was relatively low, whereas support for the economic, social and cultural rights was higher. Third, political tendency, the necessity of human rights education and the proposition that the social workers are advocates of human rights were found to influence both human rights sensitivity and human rights awareness. In addition, the frequency of exposure to international human rights norms influences human rights sensitivity, and gender and frequency of receiving human rights education were found to influence human rights awareness. The study findings indicate the need for more education related to human rights and increase in perception that social workers are advocates of human rights in order to improve sensitivity and awareness of human rights. This study was meaningful in that it brought attention to human rights sensitivity and awareness among social workers-to-be, which had received relatively less attention. Continuous research is needed to explore and seek effective ways to increase human rights awareness and sensitivity.
