The recent incidences of the continued localized torrential downpours have caused casualties in the mountainous areas and significant financial damages in the urban areas. These damages were caused due to the temporarily extreme amount of surface water from the locally concentrated heavy rains that exceeded the design capacity of the drainage systems and flooded the lowlands, semi-basement houses and underground structures, and such situations far worsened by the flooding of the rivers. These situations call for the establishment of the preventive countermeasures that, besides the structured measures, also consider a variety of unstructured measures including the introduction of the flood warning system for the areas vulnerable to flooding and/or the financially underprivileged areas. To help this study contribute to a prompt decision-making under the situations requiring warnings, we monitored the actual precipitations every ten minutes and established seven precipitation distribution timeframes based on the monitored records which were used for forecasting the future precipitations. We then compared the flood stages estimated by the precipitation time distributions with the actual precipitations to analyze and propose the distribution type for each warning stage. We defined the riverside flood warning to be issued when two distribution types out of seven are reached, the flood warning to be issued when six are reached, and the flood watch to be issued when four are reached. We expect this study to contribute to a prompt decision-making on issuing warnings under the situations when the continued precipitations are expected, and minimize casualties and financial damages due to floods by helping predict the flooding of rivers or riversides depending on the specific criteria on issuing warnings and secure the sufficient time for taking countermeasures.
