The advanced nations such as Japan and the United Kingdom, which have experienced the phenomenon of low birth rate and population aging first, are expanding leisure facilities for the elderly by utilizing regional community facilities. As a first “governance” model that breaks down the barrier between a local municipal government and an educational autonomy system, the city of Seoul and Seoul Metropolitan Office of Education have declared “Global Educational Innovation City Seoul,” an educational cooperative business entity, which will commence full-scale operation starting in 2015. The officials of the Office of Education have felt that the problems of regional communities are not just problems existing outside schools, but are integrated with schools. Local municipal governments and Offices of Education attempt to solve such social problems in the domain of educational and livelihood welfare through organic cooperation. Therefore, this investigation inquires into the current state of elementary school facilities and leisure facilities for the elderly, and analyzes the details. Thus, this study attempts to deduce the necessity and validity of complexation, and suggests complexation through complexation feasibility evaluations as follows. First, the concept and current state of leisure facilities for the elderly and elementary facilities and architectural complexation were investigated through theoretical considerations. Moreover, the advantages and disadvantages were deduced by analyzing complexation facilities of ‘elementary school–leisure facility for the elderly’ in Japan. Second, the target schools for complexation of ‘elementary school–leisure facility for the elderly’ were selected. The aspects of facility introduction of an elementary school, teacher support facility, convenience facility for the disabled, safety and security facilities as well as school facility accessibility were investigated on the basis of the data attained from theoretical considerations. Third, the feasibility of complexation of leisure facilities for the elderly was reviewed, based on the investigated data on complexation-targeted elementary school. With respect to extra space areas, the feasibility of complexation was decided by computing facility dimensions, standard areas and extra space areas pursuant to the regulations on the establishment and operation of a pre-high school level school. Regarding school building and support facilities, with a focus on leisure programs for the elderly, the availability and number of rooms, extra numbers of regular classrooms and the room condition were assessed on the basis of the analysis of operational perspective of each facility. The convenience facilities for the disabled were examined by classifying them into interventional facility, internal facility and sanitary facility, in consideration of facilities for the elderly, pursuant to the provisions in the convenience promotion assurance act for the disabled, elderly and pregnant women. Safety and security facilities were evaluated in an effort to assess the safety issue of the elderly and children, which is the most disadvantageous aspect of complexation cases in Japan. The feasibility of complexation of investigation-targeted elementary school was sought through comprehensive evaluations of multiple functions. The feasibility of leisure facilities for the elderly and complexation were deduced and the suggestions of more efficient planning of the complex facilities, by utilizing compatibility assessment indices at the time of complexation, were considered through this investigation. However, there is no complexation case of ‘elementary school –leisure facility for the elderly’ in the Republic of Korea. Hence, overseas cases were scrutinized. Furthermore, the disadvantage of complexation facilities must be solved through concrete strategies and measures. Future studies should include the spatial planning aspect of complex facilities.
