The Electricity Market of Korea has begin in 2001. By the original plan, it was scheduled that the market started as a generation competition market with the single buyer of KEPCO, and a wholesale competition market and a retail competition market would follow. The Cost Based Pool(CBP) was suggested as the trading mechanism during the generation competition market instead of Power Purchase Agreements(PPA). The CBP rules are relatively simple and there is no long term bilateral contract to hedge the risk of spot market because it would be applied just for few years. Korean government, however, changed the policy concerning the electricity market and the plan for the next step was suspended, so that the CBP period has also extended. The CBP rules have two main price, System Marginal Price(SMP) for the energy trading and Capacity Price(CP) for the generation capacity trading. The CBP trading mechanism with these two prices was expected that the efficiencies of the long-term investments and short-term operation could be achieved. High LNG prices for generation and the low capacities of nuclear and coal plant, however, induced the interventions of government to prevent the surplus profit above the return in the competitive market. Because there is no long-term contract, these intervention have been performed through the settlements of spot market. SMPs by avoidable cost of day-ahead market have also a little mismatch with the real-time operation. CP determined through administrative procedures have not been changed since the market was opened. These non-transparent price setting procedures are giving the risk to the market participant. To resolve these problems, the developments of the additional long-term contract market and real-time market besides the present day-ahead market are suggested in this thesis. The prices and criteria setting annual trading quantities for contract of each generation should be set prior to market entry. In case of peak plant like LNG combined cycle plant, the capacity contract with the price set by Net-CONE concept in PJM’s Reliability Pricing Model could be substituted the long-term contract. In the real-time market, the prices and the quantities of each plant will be set by optimal power flow(OPF) program. Because all of the expected generation volume are under contract, the market power could be controled effectively. So in the new trading arrangements, day-ahead market and real-time market will be operated based on the price bidding. The suggested trading mechanism can be expected that it will bring the stable business environments to the market participants and the competitiveness to the market. It also gives the flexibility so that market could support the new environment policy such as emission trading, smart grid and etc.
