Traffic accidents in Korea have decreased year by year from 1991 with this year as peak and traffic accident rates have been falling sharply since 2014. Accordingly, the occurrence rates of traffic accidents per million and occurrence cases of traffic accidents per million cars are on the decrease. However, the occurrence rates of traffic accidents still remain high in comparison with other OECD member countries. Even though traffic accidents can be caused by road environment such as road types or street furniture, it is analyzed that traffic accidents mostly occur due to the increase in floating population and resident population or population density, depending on urban characteristics and development conditions. In addition, traffic accidents accounts for the highest weight along with fire among artificial disasters. Therefore, it is an urgent task to conduct a wide variety of studies to reduce traffic accident, which is one of social issues, threatening the living environment of urban citizens In this regard, this study conducted a serial analysis of traffic accidents from 2009 to 2013, targeting 14 administrative districts(called dong) which are densely populated area and have a high floating population in Jinju-si, which is a local small town. It utilized GIS spatial analysis function to analyze the spatial distribution pattern of traffic accident point data. It connected the dots of the characteristics of urban spatial development by dividing traffic accident data into administrative districts, types, damage conditions, months, and time zones to examine traffic accidents from the temporal and spatial perspectives. The study results show that the cases of traffic accidents in Jinju-si continuously decreased from 2009 to 2012, but have shown a tendency of increasing since 2013. Especially, accidents were most common in emerging commercial areas and the mixed residential and industrial areas around the Universities. In terms of the classification of traffic accidents according to types, side right-angle collision was the highest in the case of car versus car, while traffic accident occurred while crossing was the highest in the case of car versus person. In terms of the months and time-zones, accidents occurred the most in May, which is subject to the season between spring and early summer, and October, which is the season of picnic, and the highest time zone in the occurrence of accidents was 18:00~20:00, which is the quitting time when the movement of population is the most active. These traffic accidents mostly occurred on the main road, going through Jinju-si. When the analysis of the point data clustering patterns was conducted through the GIS spatial analysis, the conclusion was drawn that nearest neighbor index value R in emerging commercial areas around Universities was 0.3475784, which was the highest clustered type, and the Z-score was -17.8952778, which was the highest clustered type. In addition, in terms of the distribution types of traffic accidents, it was identified that the length of east and west is longer than that of north and south in the distribution type of clustering like the road network in Jinju-si, where the road span of east and west is longer than that of north and south. Even though more accidents occurred on the access road in commercial areas, it was identified that the clustering of traffic accidents was inclined to be concentrated in commercial areas due to the passage of time and urban development, and higher clustering appeared around the government offices in the mixed industrial and residential areas every year. In the case of emerging commercial areas around Universities, it was demonstrated that all traffic accidents were concentrated on the main road and clustering, which is long in width and length, was formed in accordance with the road types, entering into the mixed industrial and residential areas and commercial areas. The implication in this study is that it can provide necessary information for preventing traffic accidents and establishing the reduction policy of traffic accidents by presenting data for analyzing the spatial distribution pattern about traffic accidents in Jinju-si, which is a local small city.
