This research aims to provide information to infants on the use of smart device. The research questions are the following: First, how many children are using smart devices? Second, how does the perception on smart device use differ according to mother's personal features? Third, how does the perception on emotional intelligence differ according to mother's personal features? Fourth, what is the relationship between smart device use and emotional intelligence? The subjects of this research were mothers of children who were attending a private kindergarten, a public kindergarten, a civic child care center, or a public child care center. 250 surveys were created in total, and 230 surveys were recollected. After excluding 13 incomplete responses, 217 responses were used for this research. Cronbach alpha test was used to conduct a confidence analysis of a mother's perception of young childrens' smart device use and emotional intelligence. Frequency analysis and descriptive analysis were used to examine the population distribution of the sample. T-test, oneway ANOVA and Scheffe multi comparison were used to conduct a differential analysis of emotional intelligence variables. Correlation analysis was used to examine the correlation between infants' smart device use and emotional intelligence. Regression analysis was used to examine the effect of smart device use on emotional intelligence development. SPSS Windows 18.0K was used for all statistical analyses. The result of this research was the following: First, most mothers responded that they do not think that smart devices are necessary for children. The most used device were smartphones. Most responded that their children started to use smartphones since age of three or under. Majority of the mothers also responded that they allowed their children to use smartphones because they demanded it, or because they felt bored. Second, I found that the extent to which mothers allowed smart device use depended on their education level. However, mothers' jobs did not have an effect on allowing smart device use. Third, I found that there is a difference in the extent to which personal features of mothers affect how mothers perceive their children's emotional intelligence depending on the age at which children start using smart devices. Also, female children showed a higher perception level of others' emotional intelligence. Fourth, I found that there is a correlation between smart device use and self-emotional control, emotional control of others, and emotional intelligence. I also found that younger mothers affect self-emotional control, emotional control of others, and emotional intelligence more than others, and that there is a weak stationary correlation between smart device use and emotional intelligence. Such result showing that smart device use affects emotional intelligence suggests that there should be a more systematic and professional approach when managing the issue of smart device use of young childrens. The results of this research shares similarity with recent research on young childrens policy.
