As the present issues of control, management and disposal of products and wastes containing PCBs, one of 12 kinds of POPs emerge as pending problems of an international agreement, according to manufacturing and use in the past, a party to the agreement should report on the checking and removal of the devices using PCBs by 2025 and establish a management system for PCBs by 2028 at the latest. Recently, South Korea has carried out a survey on the products and wastes containing PCBs and prepared a plan for safe management of them, and it is urgently necessary to seek a proper disposal method. Technologies of disposing PCBs are typically divided into thermal treatments like high temperature incineration or high temperature melting and other chemical treatments. This study attempted to figure out Destruction Removal Efficiency (DRE) according to the level of concentration of waste insulating oil containing PCBs, changes in isomer pattern and material behavior in the process at two high temperature incineration treatment facilities, A and B. In pre-treatment insulating oil, the ratios of 5 chloride, 6 chloride and 7 chloride were considerably high at about 63 to 90% in most of the specimens, through which it was found that the ratios of Penta-, Hexa- and Hepta- homologues were high in domestic PCBs. On the posterior of the heat exchanger, there was a weight shift toward low chloride in the pre-treatment pattern of insulating oil in both facilities. As a result of an analysis of PCBs in the chimney, the removal efficiency through preventive facilities after the sections of thermal destruction and re-synthesis was 62% and 42%, respectively under conditions of injection in low and high concentration at Facility A, while it was 70% and 74%, respectively in Facility B. In the result of an analysis on the total decomposition efficiency, when high concentration PCBs were injected, there was five-nine decomposition efficiency in both facilities, and when low concentration PCBs were injected, there was four-nine decomposition efficiency, so it was found that the decomposition efficiency was low when low concentration PCBs were injected. As a result of an analysis of the remnants generated in the incineration process, in both facilities, the ratio of low chloride in the flooring material and quenching water was considerably high, and then in the heat exchanger fly ash, there was a clear shift of the center of gravity to high chloride again. As for the ratio of the behaviors of PCBs under the conditions of low and high concentration at each point based on the heat exchanger exit concentration, in Facility A, 3.32% and 3.93% were removed from SDR; 50.11% and 52.53% from BF; and 0.26% and 0.22% from washing type dust collector equipment, and the ratio of the total amount of the remaining PCBs released through the chimney were 46.3% and 43.3%. In Facility B, 5.44% and 3.32% were released from SDR; 63.1% and 54.5% from BF; and 31.5% and 41.2% of the remaining PCBs were finally released through the chimney. As for the removal efficiency of PCBs of each preventive facility, for SDR, 3.32 to 3.93% at Facility A and 5.44 to 3.28% at Facility B; for BF, 51.8 to 54.7% at Facility A and 57.3 to 66.7% at Facility B, and the efficiency of the removal of PCBs in washing type dust collector equipment at Facility A was 0.50 to 0.56%.
