It can be argued therefore, that there is a need to assess the impact of employment characteristics of disabled persons on changes in disabled households' poverty status prior to devising policy measures for the disabled. The objective of this study is to employ empirical analysis in assessing the impact of disabled workers' employment characteristics on poverty status changes in disabled households. For this end, this study employs literature research as well as statistical analysis. This study reviews existing literature addressing theory pertaining to disabled workers and poverty. To assess the relationship between the employment characteristics of disabled workers and poverty status changes of disabled households, this study performed statistical analysis on data taken from a disabled workers panel study conducted from 2009 to 2013. Statistical analysis was based on growth modeling with time factors included in the research model. Estimates were made regarding poverty status changes of disabled households as well as their differences. Also, reflecting differences between individual disabled households, this study analyzed the impact of disabled workers' employment characteristics on their poverty status changes over time. The following are the results of this study's empirical analysis. First, employment reduces the chances of poverty in disabled households. This is particularly the case with full-time regular employment. Second, even among the employed, those with stable employment and/or employment in regular works had vastly lower chances of falling below the poverty line. Third, households with more employed household members have less chances over time of being impoverished than those with less. Fourth, human capital factors for heads of household and household members such as: educational level, possession of professional certifications etc. are influencing on changes to a household's poverty status. In particular, level of education showed positive results which held up over time from the start of the study in 2009. Those with higher levels of education had less chance of being in poverty and those whose education levels increased over time showed even less odds of being in poverty. Also, those with professional certifications or other forms of specific qualifications showed lower chances of being in poverty than individuals without them. This confirms that education is an important factor for disabled workers acquiring and maintaining employment as well as for the quality of their employment itself. On the other hand, usage of employment services and/or employment training did not show statistically significant impact on changes in poverty status for disabled households. However, usage of these types of services in conjunction with education and/or professional certification may be an impacting variable. Over time, there are differences in a disabled household's poverty status based on the individual's employment characteristics. These differences are affected by disabled individuals' employment and related education level, possession of professional certifications, usage of employment and job-training services. Conversely, disabled households living on public assistance provided via the National Basic Livelihood Security Act showed higher chances of being in poverty status. This being the case, this study stresses the importance of employment acquisition, maintenance and employment type in poverty prevention and reduction policy. Social security policies which simply provide living allowances for the disabled have little influence on changes in poverty status for disabled households and therefore do not serve poverty reduction policies for the disabled well. Thus, there is a need to move towards employment policies for the disabled as the cornerstone of poverty reduction for this group. For the purpose of promoting secure long-term employment for disabled workers, this study offers the following suggestions regarding disabled employment policies. First, there is a need to establish new systems which assesses disabled individuals' employment capacities focusing on works. Second, in the interest of improving the quality of employment accessible to disabled individuals, there needs to be an effort not only at the governmental level, but also there needs to be a cooperative effort between representatives of relevant industries and members of the disabled community. The government should work to implement mandatory employment of the disabled, focussing on large companies which have the potential to offer a higher quality of employment. Also, there is the need to establish and support disabled worker businesses with ongoing management and oversight. Businesses should be encouraged to participate in voluntary recognition improvement educational programs such as the Employment Development Institute and to make improvements towards more disabled-friendly work environments. On the individual level, there is a need for disabled individuals to actively seek to acquire skills which are necessary for employment in the labor market. Third, there is a need for the reinforcement of vocational skills development services which focus on user-centered needs, as this is the most fundamental measure towards developing human capital.
