The private sector has also shown greater interest in applying EVM in recent years. (Kwak and Anbari, 2011). Whether applied in public or private sector, the standard EVM defines its processes for planning, measuring, and forecasting the project performance which are generally grouped by the categories of: ①Organization , ②Planning, Scheduling, and Budgeting, ③Accounting Consideration, ④Analysis and Management Reports, ⑤Revisions and Data Maintenance. The mathematical model of the standard EVM is deciding the schedule and cost performance by comparing Planned Value(PV) which is the time-phased distribution of project’s authorized budget, Earned Value(EV) which is periodically measured from the accomplished work, and the collected Actual Cost(AC). These basic EVM components need to be compared at a same level, within a Control Account or Work Package, but the actual costs of BOQ level items are incurred independently and are not proportionate to the progress of the output produced as the result of the work. When the work is externally purchased, there are often time differences between the rate of actual cost recognized in the accounting system and the progress rate of accomplished work. Several techniques used in the standard EVM to decide the Earned Value(EV) fundamentally differ from the way in which the work is done and actual cost is incurred. And there will be consistency issues in matching Actual Cost(AC) to corresponding Eaned Value(EV) when there were changes in the work.
