둘째, 협동조합 참여를 통해 참여자들은 먼저 협동조합이 추구하는 가치, 인간중심경제시스템, 협동하는 인간관 등 협동조합 자체에 대해 공유하고 학습하고 있었다. 다음으로, 함께 주인이 된다는 것이 무엇인지에 대한 다층적 학습을 하고 있었다. 마지막으로 협동조합 활동을 통해 협동하는 능력을 키우고 있었다.
셋째, 협동조합은 민주시민교육 중 민주시민교육의장으로서 의미가 있었다. 협동조합 운영체계 그 자체, 수평적 조직문화, 소통시스템 등의 참여자들에게 요소로 일상에서 젖어드는 민주주의 체득의 장을 제공하고 있었다. 시민교육을 통해 기르고자 하는 시민성 즉, 공공의가치에 대한 관심, 자율성과 책임성, 경청능력, 타자에 대한 이해, 다양성 존중, 비판적 사고 등을 활동을 통해 기를 수 있는 공간이었다. 상호호혜적 교류의 경험이 쌓이면서 따뜻하지만 교육있는 공동체가 형성되고 있었는데 협동조합은 사회적자본형성의 가능성도 가지고 있었다. 새롭게 형성되는 공동체는 학연, 지연 등 연고주의의 전근대적 공동체가 아니라 원칙과 가치를 중심으로 모인 새로운 규율의 공동체였다. 이렇게 형성된 집단정체성은 문제를 해결하고 추진해 가는 강력한 힘을 내재하고 있었는데 협동조합에 참여한 조합원이 개인에서 사회로 문제를 보는 시각과 관점이 확장되면서 지역사회운동으로 펼쳐지기도 했다. 이는 앎이 실천으로 이어지기 힘든 기존 시민교육의 한계를 보완하는 것이다.

When social crises are becoming severe such as intensified polarization and poverty, extended unemployment, raised temporary workers, and insufficient protection for the social disadvantaged people, UN declared international year of cooperatives in 2012, focusing on cooperatives, which seek both of economical performance and social responsibility. Also Korea enacted fundamental Act on Cooperatives with various expectations such as social responsibility and solving polarization in 2012, and 7,338 cooperatives are founded today. As considering learning occurs through a workplace, the cooperatives are human oriented economical organizations so it will show different learning aspects compared to existing workplaces.
This study is to research multi-layered learning processes, which occur in cooperatives among representative, directors, and members of cooperatives. This study selected 9 people who participate in cooperatives and interviewed them from September in 2014 to April in 2010. Based on that, this study discussed learning processes in cooperatives and democratic citizenship education meaning.
First, participants of cooperatives have participation motivations such as pursuing value, creating workplaces for interests by themselves, solving their problems. As they participated in cooperatives with knowledge on the cooperatives, they knew the cooperatives after participating with out recognition on the cooperative.
Second, the participants shared and learnt not values their cooperative seeks and the maximum profit but cooperatives itself such as alternative economic organization and cooperating mutually beneficial relationship. Then, they understood meaning and multi-layered stratum of being the owner together and were trying to be the owner together. Finally, through activities of cooperatives they were developing cooperative abilities such as capacity to deduce agreement, mutually beneficial relationship and solidarity methods, conflict management ability, and multi-layerd recognition on human being.
Third, the cooperatives had significance for democratic citizenship education. The cooperatives gave the participants the fields of democratic citizenship education by accepting daily democracy from cooperative operation system itself, horizontal organization culture, and communication system. The fields were able to increase the democratic citizenship that is interest in public value, autonomy and responsibility, listening skill, and recognition to other people. Then, as accumulating mutual beneficial experience, a community (association) with sentiment and discipline was being established. In the early stage of establishment, the participants of cooperatives contributed to sow the seeds of devotion, and the community grew with credibility and the credibility was spread. Social capital such as sticky relation and pride formed well, and they tried to teach the community. The community’s capability could function as a practical field of living democracy. Value that the cooperatives seek has been extended to local and society through learning and solidarity of the cooperative participants. In this process, the cooperatives show possibility to change this society into the better place to live. That is complementary for limitations of current democratic citizenship education, which are difficult to lead knowledge to practice.
However, only participants of cooperatives who have endeavor to operate their community like real cooperatives could have achievements of democratic citizenship education fields, and there are differences in the same cooperative as following participant’s degree of activities. Therefore, this study has a significance to verify possibility and conditions of cooperatives for democratic citizenship education fields in living democracy.
