The purpose of this study is to investigate how school-based community services are implemented in practice and to seek what the educational values of the school-based community services are. More specially, major research questions that this study pursued were (1) how are the school-based community services implemented in the secondary school? (2) how do the teachers approach and implement the school-based community services? (3) what are the students’ experiences through the school-based community services? (4) what are the educational values of the school-based community services? To address these questions, this study made use of qualitative data collected for a year from one middle school and two high schools. Major findings indicate that while three secondary schools share the commonality of using resources both in and out of school to provide diverse community service programs, differences in their geographic locations, school members' needs, and school cultures resulted in differences in implementing the school-based community services. The time allotted for community services were organized based on a full-day programs with external agencies, which was used as an opportunity to expand students' global awareness, or carried out on a class-by-class basis at the discretion of the classroom teacher. The personal services, which students voluntarily participate in, are closely related to the students’ interests and career plans, and the students played active roles in organizing and implementing community services. The differing voices of the teachers and social workers on the community service programs underlied diversity across the three secondary schools. While the teachers did not comprehend the concept of Service-Learning, which puts equal weight on service and learning, the school-based community services were carried out on just cleaning the neighborhood by some teachers, while others tried to implement the programs on a more general scale by changing the way that students viewed volunteer work and via students' talent sharing. The teachers found it hard to find suitable external agencies, and faced difficulties when seeking an consensus from some teachers and parents who were uncertain about the benefits of community service programs. To overcome these difficulties and provide more meaningful volunteer opportunities, participating teachers felt that stronger links with the school curriculum, the development and maintenance of mutually beneficial relationships with agencies were necessary, and that the role of the teachers was critical during the implementation. The students had positive responses to community service which obligated them to participate, and they felt that the school should provide well-organized preparatory instructions and reflective activities. Participating students were more involved when they had an ownership in organizing and performing community service. Community services stimulated students’ emotional and social growth, and helped them deconstruct their biases against people who look different from themselves. In particular, this study found that students’ global awareness could be expanded through participating in community services, that is rare in regular teaching because of the heavy emphasis on students’ academic achievement. Also, the students demonstrated positive responses to the exploration of career options, since they learned more about their strengths, interests, and a range of occupational possibilities while participating in community service Based on the experiences and voices of the teachers, students, and social workers, this study found that the school-based community services have several educational values in secondary schools. First, the school-based community services provide opportunities for students to voice out their own opinions. Moreover, students were able to gain experience with these topics and learn to communicate issues related to them by getting involved in voluntary works related to a variety of themes, thereby deconstructing their biases; such changes in thought also provided them the opportunity to grow into educated, active citizens. Last, their varying experiences and opportunities of growth allowed students take steps toward their future careers, which was another source of educational value. Based on these research findings, this study proposes that, to foster educative values of the school-based community services, it needs establish a clear concept of ‘community service’ among teachers. And definite purpose of the service activities supported by clear goals along with meaningful reflective activities on their outcomes are needed. Moreover, programs should be amended so that the process of volunteering is taken into account student evaluations. And the personal services, which are reflective of students’ individual needs and opinions, should be expanded. Last, this study emphasizes that flexible thinking about the school members and educational spaces is required, and that a more cautious approach should be taken in linking school curriculum with community services.
