Multicultural education should go beyond a handful of multicultural families to include the majority of Korean students and beyond superficial education of culture and language to be ‘human rights education’ teaching human rights, a grand prerequisite of a multicultural society. ‘Multicultural human rights education’ is an education that understands the stance and rights of multicultural members and that strengthens multicultural human rights consciousness so that their human rights may be protected. The current researcher used ‘law’ as content and tool of multicultural human rights education. Human rights can be actually·practically protected through law and since law exists for protection of human rights, it is closely related to human rights. Especially, since the situations in which a multicultural society is placed interlock with politics·economy ·culture, various controversies and frictions will exist. In this situation, ‘law’ can be a standard text for multicultural human rights education since it's a social agreement drawn out according to democratic procedures. To tackle issues of human rights in a multicultural society related to multicultural families, migrant workers and marriage immigrants, education to know and critically judge·apply related laws is necessary. Based on the necessity of research, in this context, the researcher developed, applied the multicultural human rights program utilizing law in elemantary school to cultivate multicultural human rights consciousness, and verified its effect. For this, two research problems were set. The first research problem is ‘what is the program that uses law to teach multicultural human rights to elementary school students?’ Foregoing researches and data on multicultural education, human rights education and multicultural human rights education were analyzed and recomposed to extract goals and contents applicable to this program. The title of this program is ‘Da-In-A, Nolja (meaning "let's play with multicultural human rights" in Korean)’ a human rights education program targeting higher graders of elementary school applicable to their creative hands-on classes. The program is composed of 12 subjects including the meaning and value of human rights and law, the meaning and background of a multicultural society, kinds of and solutions to multicultural human rights and etc. Knowledge·emotion·behavior were set as goals of each subject and learning contents, core concepts and related laws were selected. Also, students-centered learning methods such as mock assembly, mock trial, reading discussion and composition, role play, NIE education and etc. were applied to improve education effect and used·made multicultural human rights-related news articles·media·literature and etc. to develop this program. After developing·checking it, the program was applied to 24 general students in the fifth grade of J Elementary School located in Mapo-gu Seoul and its result is stated herein. The second research problem is ‘Is a program that uses law to teach human rights to elementary school students effective in cultivating multicultural human rights consciousness?’ ‘Multicultural human rights consciousness’ is an attitude understanding the human rights of multicultural society where its members live together with various races·peoples and actively practicing·implementing to respect·protect them. prior/posterior multicultural human rights consciousness test sheets, comments on by-subject learning, questionnaire on program understanding and satisfaction, students' self-reflection journals were qualitatively and quantitatively analyzed. The i-STATistics Program-used dependent sample t-test was done for qualitative analysis. Its results showed that after-program scores were higher than before-program scores by p<0.001 in all of multicultural human rights consciousness and its sub-factors; multicultural human rights judgement·sensitivity· behavior intention. Measurement of understanding core concepts and by-subject learning was average 2.62, indicating that students were evaluating their understanding of classes high. Survey on what they thought of the program and how they were satisfied with it showed about 92.60% of them answered positively. Facts they newly knew, what they felt, what they commented, what they thought of and what they decided to do before and after joining the program were analyzed using their self-reflection journals to supplement its quantitative analysis. Its result found improvement in all of knowledge-related multicultural human rights judgement, emotion- related multicultural human rights sensitivity and behavior-related multicultural human rights behavior intention. To sum up the qualitative/quantitative analyses of the inspection tool, a conclusion was reached that the current researcher-developed multicultural human rights education program is good at cultivating multicultural human rights consciousness. Based on the limitations that the existing multicultural education has and the need for multicultural human rights education that uses law, the current researcher developed a program applicable to elementary school students and verified its efficacy.
