The aim of this research is to raise people's awareness on development NGO in Korea and to carry out the nation's responsibility in the international community by presenting proper roles and challenges that are being faced. An approach of literature Reviews was adopted as the research method. Published books by experts, related dissertations, official document of the government, UN and OECD and articles found online was reviewed and analyzed. In detail, in order to draw roles and challenges of development NGO from its current states and limitation, this research established theoretical background based on the concept of poverty in developing countries and the concept of NGO and development NGO. Then explained the flow of Korea's ODA(Official Development Assistance) so far, by understanding its policies and direction. Through these process, this research defines current states, limitations, roles and challenges of Korean development NGO, and seeks for the right direction and goal of Korean development NGO 4 Limitations of Korean development NGO were found through this research : lack of financial independence, lack of expertise, low public awareness, lack of self-regulation. To find a solution, this research looked into 2 categories separately - cooperative measures between the government and development NGO, and enhancement of the expertise. For the cooperative measures between the government and development NGO, this research includes 3 sub-parts : Institutional strategy, Financial measures and Managemental measures. For the enhancement of the expertise. this research suggest strengthening development NGO speciality, raising public awareness, coming up with self-regulation measures, expanding development NGO networks and promoting cooperation with NGOs in developing countries as Korean developing NGO' s tasks. The world has been expecting Korea's role as an international aid donor since the nation joined DAC(Development Assistance Committee) of OECD. It is high time for Korean government to cooperate with development NGO in order to expand the scale of ODA and to raise public awareness. Keeping pace with the stream of times, Korean development NGO should be prepared enough to be recognized as an advanced aid donor. Especially, as the only nation successfully turned into an aid donor from one of the beneficiary countries, Korea have the unique experience and know-how. If korea take the lead in supporting developing countries with that experience and know-how, it can present a new paradigm to overcome the polarization of wealth between developed and developing nations. Therefore, Korean development NGO should have strong sense of responsibility and move forward.
