In light of the emergence of multifaceted social issues, social welfare facilities are the organizations indispensible to building sound communities since they strengthen the resilience of communities by performing a role of averting and mitigating social dissension. Despite of the significance of welfare facilities, those organizations are located only in the areas on where a limited budget works or where land can be easily acquired, on account of the challenges in securing a sufficient budget and building site. In regard of the supply-side of the location for facilities, there have been problems of underserviced regions or of duplicative supply since the convenience of the facility provision is prioritized over that of users. Furthermore, regional disparities in the distribution of service which had been brought about by the aforelisted problems, led to spatial imbalance of the provision of public service. In response to such unceasing disequilibrium, there has been pressing need to provide service which corresponds to welfare-demand of users based upon a thorough study at city level on the actual condition of the location of welfare facilities. This paper, hence, analyzes the locational pattern of non-specific public-use welfare facilities with unrestricted access and their service areas in Seoul on the basis of the theoretical research on the concept of the location of public facilities and on the socially disadvantaged groups. Firstly, this paper defines the population-weighted center as the optimum locational point of the facility through the population size by administrative district in Seoul and analyzes the difference in distance from the actual locational point. The finding of analysis reveals that the location of facilities in Gangseo-gu and Nowon-gu is contiguous to the optimum locational point and that in the southeast part of Seoul(Seocho-gu, Gangnam-gu, Songpa-gu and Gangdong-gu) which has a relatively high income level, also obtains high efficiency of the service coverage, since the result of analysis shows no distinctive gap between the optimum location point and the actual locational point. Secondly, this papers analyzes non-beneficiary areas and non-beneficiary ratio(non-beneficiary areas/residential areas) of the welfare service in the residential areas in each respective borough. The result of analysis shows that the provision of service is well established in Yeongdeungpo-gu, in the central areas of Gangnam-gu, and in the areas between Jongno-gu and Jung-gu, and Dobong-gu and Nowon-gu. Moreover, there appear few non-beneficiary areas in the autonomous districts in the southeast part of Seoul, including Dobong-gu, owing to the high efficiency of service coverage, since these areas are located relatively adjacent to the population-weighted center compared to those boroughs in other regions. Lastly, the underserviced areas, detected by the network analysis of service areas on six types of welfare facilities, are categorized into three different regions: suburban areas, areas adjacent to natural environment(mountains, hills, rivers, etc.) and other areas. As for the suburban areas, in particular, even if the district-level welfare facilities and their subsidiary organizations are appositely positioned, the supply of complete service is impeded by the uneven, unstandardized shapes of the administrative districts. Therefore the problem of a paucity of service in the outer cities of Seoul should be addressed by the operation of and support for the supplementary means of access to welfare service and the running of smaller welfare facilities and of mobile facilities with social welfare contents. The findings of this paper, which show the current supply situation of Seoul's non-specific public-use welfare facilities and the priority regions for future construction of welfare organizations, are expected to contribute to the effectual settlement of problems of duplicative service supply and issues of service blind spots.
