Abstract As an element that puts out fires, water carries a wide range of benefits as well as being easy to obtain and cost effective. Water boasts superior cooling effect, protects structural foundation of a building and keeps fire from spreading. Single operation of a sprinkler, one of the basic installations of automatic water fire-extinguishing system, is known to suppress more than 80% of fire and is still regarded as the most effective and reliable fire-fighting equipment. Indoor fire hydrants are used as a measure of initial response to fire by management personnel or the building residents, and then as primary fire-fighting equipment by fire fighters once the fire has been spread out. Therefore it is imperative to keep the indoor fire hydrants functional at all times, in order to keep fire from escalating. Installation of water-based fire extinguishing system was initialized based on the "Fire Investigation Regulations" in 1950. Since then the regulation has been revised and reinforced on numerous occasions as we’ve experienced several grand fires (Sea Land Youth Training Center fire in 1999, Icheon warehouse fire in 2009, Pohang nursing home fire in 2010, Busan Woosin Gold Suite fire in 2010) to become as it stands today. Water-based Fire Extinguishing Systems are installed proportionally to the size, usage and the maximum occupancy of the building, to protect human lives and their properties with a timely operation in emergency. As a result, it is crucial to 1) verify the functionality of a water-based fire extinguishing system on regular basis through self-inspection, and 2) repair any defects in the system as soon as they are found. There are challenges however, including but not limited to - deterioration of the system resulted by aging and by frequent modifications of the building’s internal structure, limitations of on-site inspection due to ambient conditions, lack of the inspection manual, difficulties with on-site inspection after the start of construction. Such undesirable conditions often lead to inadequate readiness in case fire breaks out, or inability to suppress fire in its early stage thus allowing it to escalate into a massive blaze. This study is to investigate the cause of the adverse condition and poor management of the system through the examination of the water-based fire extinguishing system in the field, and to look for ways to constantly improve the system’s safety management practice. In addition this study will try to identify the principles that are not yet being observed, as well as their cause, in the field of water-based fire extinguishing system conducted through a survey of fire inspection engineers.
