This research intends to analyze refugee status and policy in Korea in the viewpoint of human rights as refugees are emerging as key issues in the international community. Korea joined the "Convention Relating to the Status of Refugees" and the "Protocol Relating to the Status of Refugees" in 1992 and established the Refugee Act for the first time in Asia as a specific identification method in February, 2012. If the refugee children reach statelessness, they face survival issues due to the lack of basic rights such as birth registration, education and medical security. This study presents possible solutions to improve the human right issues of refugees institutionally and politically. Korea is not free from a Refugee issue since the number of refugee applicants to Korea has been increasing. The Refugee problem cannot be viewed from a nationalistic viewpoint but must be viewed from the issue of individual basic human rights. The Korean government's refugee policy should be changed realistically and humanely to mirror the nation’s reputation in the world. Active efforts for media recognition and policy correction reflecting the appropriate understanding of refugee issues are necessary.
