This study applies a upper·lower functional training to two groups of chronic stroke patients an aquatic group and a land group to examine how the exercise changes ability of balance and pulmonary function. Based on the analysis, the study proposes an effective exercise method to treat chronic stroke patients. Forty patients in a rehabilitation institute participated in the experiment, who received a neurodevelopment treatment six times a week for six weeks. In addition, they went through a functional training three times a week, 40 minutes in each session, for eight weeks. The patients’ bodily functions were measured before and after each exercise session. Subjects were assessed using pre-value and post-value measurement static balance(eye open, eye closed), functional reaching test, Time up and go test, pulmonary function(forced vital capacity, forced expiratory volume at one second, FEV1/FVC, peak expiratory flow, vital capacity, tidal volume, expiratory reserve volume, inspiratory reserve volume). The results of this study were as follows. 1. In comparison of static standing balance with eye open between pre and post value, the sway area and sway length was significant in both group(p<.05). In comparison of the difference of the sway area and sway length among two group, there was significant difference between the underwater and ground group(p<.05). 2. In comparison of static standing balance with eye closed between pre and post value, the sway length was significant in underwater group(p<.05). The sway area was significant in both group(p<.05). In comparison of the difference of the two group, there was significant difference between the underwater and ground group(p<.05). 3. In comparison of FRT between pre and post value, the FRT was significant both group(p.05). 4. In comparison of TUG between pre and post value, the TUG was significant both group(p.05). 5. In comparison of FVC between pre and post value, the FVC was significant both group(p.05). 6. In comparison of FEV1 between pre and post value, the FEV1 was significant both group(p<.05).
