Preventing and effectively handling safety accidents which can occur during scientific experiment activities are invaluable tasks in terms of student safety along with educational responsibility. In order to thoroughly understand the current state of those tasks, we analyze the safety accidents occurred from 2012 to 2014 at national elementary, middle, and high schools and the educational contents related to experiment safety in the 2009 Revised Curriculum first-year Middle School Science textbooks. Surprisingly, the analysis result shows that there has been a continuous annual increase on the number of safety accidents, which mainly happened in middle schools. The result also shows that while the number of safety accidents caused from experimental activities was relatively lower than the others, it has been continuously increased. Those accidents are listed as burns, abrasions, collisions, and exposures to toxic substances according to their frequencies and they mainly injured hands and eyes, and most of those accidents came from the carelessness of experimenters. Based on the analysis work, we propose an effective safety education model which deals with different dimensions of accidents such as types, time, and guidelines in textbooks. By adapting the model to the contents in current experiment materials, we found that they lack pre-/in-/post-experiment safety guidelines and it is highly recommended to balance accident prevention and accident handling by including more guidelines regarding the latter with those materials. To conclude, we emphasize the necessity of further efforts devoted to improving and complementing the proposed model for future experimental safety educations.
