This study is to research on the current statuses and operation of Free-Semester policy for ‘A’ junior high school which has been selected as a demo school before executing Free-Semester policy for all school in 2016. The Focus Group Interview(FGI) is completed for 18 people who are including parents, teachers of junior high school conducting Free-Semester policy, and teenage advisers from agency. The purpose of this study identifies the necessity of teenage advisers and seeks for the role of teenage advisers. The positive and negative aspects of Free-Semester policy are indicated by the groups of parents, teachers, and teenage advisers after starting Free-Semester policy. With FGI analysis, Free-Semester policy plays four important roles in self-directed learning by students, improvement of relationship between students and parents and teachers, function of open education through experience after school, and merit of regional activity agencies connected with school. On the other hand, the full launching of Free-Semester policy has resulted in 5 major dysfunctions including general worries and concerns about overall execution, confusion between autonomous and common curriculum due to the lack of preparation, increase in the practice of private tutoring caused by the decreased number of classes compared to the past, difficulties in finding regionally-connected career activity agencies, and the conflict and collision between the faculty and parents side and the youth advisers. After a careful scrutiny on the pros and cons about Free-Semester policy, it can be concluded that this policy goes beyond the school boundary transforming into a totally new type of education system, and that the cooperation of local community along with various institutions is imperative to provide our students and teenagers with diverse experiences and activities. There were 5 important operation statuses after the analysis such as standard of selection and operating methodologies, limitations on regionally-connected-management as a demo school, a ready for efficient support with regional-connection, a feasible measure for finding a harmonious cooperation agencies as a part of regional-connection activities, and the credibility of teachers-parents-teenage advisers. Also, two essential needs were required including the difficulties in regional-connection. The groups of teachers, parents, and teenage advisers commonly emphasized the regional-connection as a crucial means to implement the ultimate goals of Free-Semester policy. Moreover, in order to accomplish a smooth regional- connection, teenage advisers' role, who virtually links the school and adolescents, has to be precedented. The role of these advisers can be summarized in to 4 different types including a role as a coordinator connecting the resources of regional society, as a mentor of regional-experience education, as a program developer and designer, and lastly as a program operator and activity facilitator. These goals of Free-Semester policy served as a momentum for the understanding of the importance of school and region-connection to slowly settle down in people's mind. Thus, this policy has now become recognized as a system that is not feasible if the players in it do not communicate thoroughly. Consequently, the role of teenage advisers as a coordinator of the smooth region-connection has risen up on the surface of discussion as an important agenda. The suggestions on the role of teenage advisers' role and the implementation of Free-Semester policy based on the result of our research are as follows: Firstly, schools, adolescents' activity agencies, and the focal educational departments' integrated program procedures, as well as aggressive advertisement from regionally-connected institutions are necessary in addition to the effort put on the steady improvement of the highly activated teenage agencies through reinforcement of professional personnels into the program. Moreover, regional society network establishment has to be done through extensive cooperation system in order to support field work activities in a variety of domains. Lastly, the role of teachers and teenage advisers has to be firmly set up for the smooth implementation of the Free-Semester policy, and the cooperations and communication among the people related to this issue is prerequisite for the smooth teenage activities carried out by the teachers and advisers.
