After experiencing Middle East Respiratory Syndrome(MERS) in 2015, articles have been issued in regards to risk management against pandemic influenza and infection control. However, there is a lack of research conducted for awareness of ethical considerations of the healthcare providers who took parts in taking actions against pandemic influenza. This research was conducted to identify the level of ethical perception on pandemic influenza and to serve a basis to enhance an ethical preparedness in responding to pandemic influenza. Data was collected between October 19, 2015 and October 29, 2015 targeting healthcare providers working at five large hospitals in Seoul. Out of 250 surveys distributed, 227 of them were analyzed by percentile, t-test, ANOVA, Linear Logistic Regression using R Version 3.2.1 (2015-4-16). The research tool used was revised from Kim’s(2011) and World Health Organization guidelines. The five main categories of the research were general characteristics, characteristics developed from experience with new infectious disease, awareness of new infectious disease, awareness of ethical consideration, and ethical decision. The reliabilities of the tool for awareness of ethical consideration, and ethical decision were Cronbach’s α 0.591, and 0.599, respectively. The main composition of the research participants was 188 female (82.8%), 119 people who were in their 30s, and 198 nurses (87%). The participants demonstrated strong awareness in possibility of outbreak of new infectious disease and its seriousness, with average scores of 3.89 and 4.00, respectively. The participants have demonstrated strong awareness for the need to develop ethical guidelines to protect healthcare providers at time of crisis (4.02); for their rights guaranteed to receive information (4.37); and for their rights to be protected at workplace (4.37). In addition, they proved to have more than average awareness for limitation of their personal rights in order to prevent spreading of infectious disease (3.5 and 3.35, respectively). However, they showed an average awareness of their rights to raise complaints for allocation of mandatory tasks (2.65). Considering the participants’ general characteristics, older participants with more experience proved to have higher level of awareness of ethics and decision making. Also, there was correlation between the level of recognition for ethical consideration and the participants’ workplace. The research also identified participants working at hospitals accommodating for MERS patients had strong awareness of protective gear for safe working condition (p<0.01), and guarantee for their rights to receive information (p<0.01). Studying predictors of ethical decision making confirmed existence of factors that influence ‘respect for autonomy’ and ‘principle of virtue’, however, the significance of the influence was not strong (p<0.05). In conclusion, healthcare providers aware that the occurrence and severity of pandemic influenza will be increased in the near future, but the current manageability is not enough. They are in need of development of ethical guidelines and provision of accurate information and personal protection at workplace in responding to pandemic influenza. This research was conducted after the MERS that spread out in 2015 with healthcare providers. It was conducted to study not only their level of awareness regarding ethical issues, but also to identify factors influencing ethical decision making in responding to pandemic influenza. For further study, qualitative research for studying experience and ethical dilemma of healthcare providers who were exposed to MERS patients, should be conducted.
