To date, since the conclusion of the ROK-U.S. Mutual Defense Treaty after the Korean War, in the Korean Peninsula, the U.S. Forces have been stationed in the ROK, and in the situations between the South and North Korea, apparently, there is a great influence of the United States on the security of the Korean Peninsula. Especially, it is not too much to say that the U.S. carries out diplomatic policies for its ultimate global strategies, implementing global security policies from its own position, according to its main goals of national interest and global strategy, with its intent to exert a strong influence on the politics and economy in Northeast Asia since the inauguration of the Obama administration. The Northeast Asian region is a place where historically, there have been complex interests of South Korea, the United States, Japan, China and Russia, and for the U.S. security environment and increase of the national interest, where the U.S. has continued to demonstrate its leadership in the Northeast Asian region, and at the same time, not wanting any one dominant power’s supremacy, it insists on the stable Northeast Asian region. Along with this, the ROK’s security situations, too, have been maintained stably in the situation between neighboring world powers and North Korea. However, while the United States is immersed in the war on terror, China has been developed, so that it can compete with the U.S. and succeeded in establishing itself as a world power, so with its negative view on sanctions on North Korea’s nuclear weapons and not participating in the PSI system led by the U.S. showed a structure of conflicts between the U.S. and China. Thus, the U.S. would block the emergence of China through the enhancement of the alliance with Japan, which is strengthening most part of the oceanographicforce of Northeast Asia, implementing a strategic diplomacy to hold China in check. It is anticipated that this will affect the security structure of the Korean Peninsula as well. It can be explained as an admonition to South Korea that has maintained a strategically neutral diplomacy with the rise of China, and the more the difference between the U.S. and South Korea in awareness about China and North Korea, the more the function of South Korea-U.S. alliance would become limited.
