본 연구는 전기공사 현장대리인의 역할 및 역량을 도출하고, 현업에 있는 현장대리인의 교육 요구도를 분석하여 향후 국내기업에서 현장대리인 들이 성공적인 역할을 수행하기 위한 기초자료와 시사점을 제공하는데 그목적이 있다. 연구목적을 달성하기 위해 ① 전기공사 현장대리인의 역할 분석, ② 전기공사 현장대리인의 역량 분석, ③ 전기공사 현장대리인의 역량에 대한 교육 요구분석의 3단계로 연구절차를 설정하였다. 연구방법은 전기공사 현장대리인 전문가 10명에 대한 포커스그룹 인터 뷰를 수행하였고, 현업에 종사하고 있는 현장대리인들을 대상으로 설문조 사를 실시하였다. 조사된 자료는 MS Excel 프로그램과 SPSS 21.0 버전을 사용하여 평균(M), 표준편차(SD) 등의 기초 통계 값과 현장대리인의 인식차이, 요구도 값을 확인하기 위해 통계분석을 실시하였다. 요구분석은 현장대리인의 역량 중요도와 현재 수준 간의 차이를 t 검정으로 분석하 고, 역량 중요도와 현재수준에 대한 인식차이를 Borich 공식을 활용하여 도출하였으며, The Locus for Focus 모델을 통해 역량 중요도가 높고 불일치수준이 높은 역량을 파악해 우선순위를 결정하였다. 본 연구의 결과는 다음과 같다. 첫째, 현장대리인의 역할은 현장조사자, 서류작성자, 대관업무자, 예산수립자, 계획수립자, 자재관리자, 안전관리자, 품질관리자, 인력장비의 관리자, 시험측정자, 검사확인자, 충전 및 가압 입 회자, 준공 및 정산 업무자로 13개가 도출되었다. 현장대리인의 중요도 인식순위는 안전관리자, 충전 및 가압 입회자, 대관업무자, 서류작성자, 계획 수립자 순으로 높은 것으로 나타났다. 둘째, 전기공사 현장대리인은 의사 소통능력, 협력적 태도, 분석적사고, 문제해결력, 의사결정력, 전문성, 행정 업무능력, 리더로서의 수행력, 상황에 따른 유연성, 갈등관리능력, 시간관 리능력, 요구분석능력, 품질지향, 실천력, 업무추진력, 부하육성 총 16개 역량이 필요한 것으로 도출되었다. 현장대리인의 중요도 인식순위는 의사 결정력, 의사소통능력, 실천력, 시간관리능력, 분석적사고 순으로 높게 나타났다. 셋째, 16개의 역량에 대한 현재수준과 중요도의 차이를 분석한 결과 통계적으로 모두 유의미한 차이를 보이고 있고, Borich 요구도 분석 결과 1순위로 요구되는 역량은 ‘의사소통능력’이었고, ‘실천력’, ‘갈등관리 능력’, ‘분석적사고’, ‘시간관리능력’ 순이었다. 또한, The Locus for Focus 모델 분석 결과 제 1사분면(HH)에 포함된 역량은 ‘의사소통능력’, ‘분석적 사고’, ‘의사결정력’, ‘전문성’, ‘시간관리능력’, ‘실천력’, ‘업무추진력’으로 7 개 역량에 요구가 높은 것으로 나타났다. 이에 최우선순위군은 Borich 요구도와 The Locus for Focus 모델에서 공통적으로 나타난 ‘의사소통능 력’, ‘분석적사고’, ‘시간관리능력’, ‘실천력’, ‘업무추진력’ 5개 항목이었고, ‘의사결정력’, ‘전문성’, ‘갈등관리능력’, ‘부하육성’ 4개 항목은 차순위군으로 분석되었다. 이와 같은 연구결과를 토대로 향후 전기공사 현장대리인의 규명된 역할및 역량을 통해 전기공사업체의 채용, 업무분장, 직무분석, 평가 등의 인사업무에 활용할 수 있는 기초자료를 제공하고, 어떤 역량들이 현장에서 요구되고, 구체적인 강조점을 어디에 두어야 할지에 대한 가이드를 제공할 수 있다. 또한, 현장대리인의 역량 함양을 위해 교육프로그램 설계시 이러한 교육요구도가 높은 역량들이 반드시 고려되어야 하며, 현직 현장 대리인들을 위한 교육과정 개발에 유용한 정보를 제공할 것이다.

Study on the educational need on the roles and competency analysis of electric-work field representatives. This study seeks to provide the basic data materials and implementations for successful performance of electric-work field representatives of South Korean firms by identifying their roles and competency and examining their educational need. For this research purposes, three phased analysis was followed on: (1) the roles of electric-work field representatives, (2) competency of electric-work field representatives and (3) educational need for their competency. This research method was to conduct a focus group interview for 10 expert field representatives along with survey. The collected data materials were processed by MS Excel and SPSS 21.0 for statistical analysis including average, standard deviation and other basic statistics; the gap in awareness of field representatives; and need values. For the needs analysis, the difference between significance of field representatives’ competency and current status was examined by t test. And the awareness gap between competency importance and current status was identified based on the Borich equation. The Locus for Focus model was employed herein to identify the kinds of competency with high importance and high inconsistency to prioritize. As a result, this research has found as follows: first, the roles of field representatives were found to be in 13 different kinds – field investigation, documentation, rent management, planning, material management, safety management, quality control, personnel and equipment management, test assessor, inspection check, charging and pressurization presence, and construction completion and settlement. The importance of field representatives was prioritized in order of safety management, charging and pressurization presence, rent management, documentation and planning. Second, electric-work field representatives were found to need to have 16 different skills - communication ability, cooperative attitude, analytic thinking, problem solving ability, decision making ability, specialty, administrative ability, performance ability as a leader, flexibility fit to a given situation, conflict management ability, time management ability, demand analysis ability, quality orientation, power of execution, drive for work implementation and subordinate nurturing. The awareness on significance of field representatives was found decision making ability, communication ability, power of execution, time management ability and analytical thinking in order. Third, regarding the 16 abilities, the gap between current status and significance was analyzed herein. The results showed statistically significant differences in all cases. The Borich needs analysis found the first required ability was communication ability followed by power of execution, conflict management ability, analytical thinking and time management ability. Also, the results of Locus for Focus model analysis displayed that the first quadrant(HH) included 7 highly-demanded abilities of communication ability, analytical thinking, decision making ability, specialty, time management ability, power of execution and drive for work implementation. The top-priority group was found to have 5 items of communication ability, analytical thinking, time management ability, power of execution and drive for work implementation which were commonly seen in the Locus for Focus model outcomes. Decision making ability, specialty, conflict management ability and subordinate nurturing were identified as the next priority. Based on these findings, this research could identify the roles and competency of electric-work field representatives and provide the basic data materials applicable to future personal management of electricity companies including recruitment, division of work, job description, evaluation, etc. Also this research offered guidelines on demanded abilities in the field and where to place priority. The kinds of abilities with high educational demand as found in this research must be considered in designing educational programs for the competency building of field representatives. This research is expected to provide useful information in developing such educational programs for field representatives.
