To respond effectively to the country’s aging population, the government has implemented various senior assistance programs to better promote the well-being and health of senior citizens. However, there is still a lack of awareness when it comes to senior needs for beauty services. This study examines the certification process and training programs related to elderly beauty services in Japan, an industry that is actively doing business in the face of a super-aged society. It also investigates the evolution and current status of organizations providing at-home beauty services for senior citizensin order to offer suggestions for the growth of senior beauty care in South Korea. The theoretical approach of the study incorporates an examination of beauty services provided to seniorsbased on social services, conducted among Korean and Japanese seniors over the age of 65.Particularly, the study looks into the growth of at-home beauty services for the elderly from the 1990s to the present. In Japan, at-home beauty services evolved from profit-making to volunteer-base d non-profit and eventually to a social enterprise model, which combines the for-profit and non-profit qualities. In South Korea, at-home beauty services have mostly been provided in the form of non-profit volunteer services and none of them were carried out for profit-making purposes. Unlike their Japanese counterparts, South Korean social enterprises are focused on creating jobs for disadvantaged groups instead of providing at-home beauty services for the elderly. This study offers the following suggestions for the growth of South Korea’s beauty care services for the elderly based on an analysis of the current state of Japan’s at-home beauty services. First, it is necessary to improve skills and attitudes towards at-home beauty services. If beauticians provide the elderly with professional beauty services after changing their perceptions and improving their skills, the perception of senior citizens will also improve inevitably as they experience the services themselves. Furthermore, the government should also realize the need for elderly beauty services and come up with a policy and assistance programs for helping beauticians resolve a range of social challenges. Second, there should be systemic training and certification programs for elderly beauty services. Since elderly beauty services are designed to serve senior citizens, service providers need to have an understanding and the beauty skills required to serve the elderly. South Korea should also adopt a certification program akin to the one employed by Japanese social workers in the beauty industry so that beauticians can carry out professional activities in social work as well as in the beauty industry. Third, there should be more organizations that provide at-home beauty services. In South Korea, there are limitations in that mostly individuals or groups visit social service centers to provide non-profit volunteer services. The growth of systemic and professionalservices provided by both for-profit and non-profit organizations will help promote at-home beauty services, foster an elderly care workforce, improve service quality, and resolve relevant social issues along the way. The social enterprise model currently being implemented in Japan has produced a virtuous cycle in which all entities—both for-profit and non-profit organizations, users, and beauticians—are involved and thereby actively distribute their profits. This model can be used to enhance the elderly beauty services in South Korea. However, it is worth noting that due to the differences between South Korea and Japan with respect to cultural background, the status of aging population, and relevant policies, there are expected difficulty in drawing objective comparisons between the two. The country’s aging population will lead to the growth of fields that implicate the elderly, and we expect there to be future studies in the field of elderly beauty services.
