The Arctic region is coming under the spotlight in the economic arena, as since 1980 the sea ice in the Arctic Ocean has melted by 11 percent every decade due to global warming. For this reason, many predicts that Northern coastal countries such as Canada and Scandinavia will become the next leading countries in the global economy, as those new Northern Sea Route replace existing routes and contribute to economic growth. However, compared to other countries, South Korea has been slow in preparing policies, business strategies, and comprehensive measures regarding the Arctic Ocean. Meanwhile, China has been one step ahead of South Korea in terms of policies on the Arctic Ocean, but is taking a cautious stance towards using the Northern Sea Route because it uses a wide range of means of transportation, such as railways and overland routes. Based on the analysis of overall conditions of the Northern Sea Route that is drawing attention from the global shipping industry, this study provides an empirical analysis of the economic feasibility of the commercial use of the Northern Sea Route by container ships that run between Northeast Asia and Europe. According to the analysis, the existing route through the Suez Canal has lower shipping costs than the Arctic seaway. However, the chances are high that the Northern Sea Route will replace the route through the Suez Canal, if accompanied by lower shipping costs that would be realized if icebreaker fees are cut by more than 68.3 percent, or container ships become able to operate on their own without the aid of icebreakers due to technological advances or further climate change. Additionally, if the cargo transported between China and the US, Europe, and the Russia, which represents 90 percent of the world’s shipping volume, travels through the Northern Sea Route instead of the Suez Canal route, this would lead to a cut in tolls. Then, South Korea would also be able to use the Northern Sea Route by paying lower tolls. Therefore, if China actively use this Northern Sea Route, both countries' Shipping companies will gain economic benefits.
